    Work Description: 
    Work to be performed under the Contract includes, but is not limited to, the following items, including all ancillary Work:
    
    1) Construction Site is located on private residential land under a Land Use Agreement between the Department of National Defence and the property owner.
    
    2) Neighbouring or sensitive sites restrictions are as follows:
    - Project is located in a residential neighbourhood.
    
    3) Work will be immediately adjacent to a one storey residential structure, with a basement, serviced by municipal and natural gas utilities; work will involve removal of contaminated soil located in proximity to the structure’s foundation in/around utilities. The structure and utilities cannot be impacted by this work.
    
    4) Contaminated Soil is present with the following classes of Soil based on Environmental Quality Criteria are:
    - Hazardous Waste Soil exhibiting elevated concentrations of light and heavy extractable petroleum hydrocarbons, ethylbenzene, and xylenes that exceed the Hazardous Waste Regulation
    - RL+ Soil with respect to metals, hydrocarbons, polycyclic aromatic hydrocarbons, and volatile parameters related to fuel
    - Note that soil contains detectible PFAS compounds, but less than the BC CSR RL standards 
    
    5) Soil classification based on in situ testing; ex situ testing may be required as directed by the Departmental Representative.
    
    6) Excavation of Contaminated Soil. Contractor solely responsible for excavating to Contaminated Material Limits as shown. 
    
    7) Transportation of Contaminated Soil to appropriately permitted disposal and/or treatment facilities.
    
    8) Treatment of Contaminated Soil at Contractor’s discretion
    
    9) Disposal of Contaminated Soil. All material must be disposed of at a Disposal Facility, including material that has been Treated.
    
    10) Backfilling excavation areas with clean imported material. 
    
    11) Restoration of disturbed areas.
    
    Mandatory Requirements: 
    
    Superintendent’s Experience
    Provide a resume demonstrating that the Superintendent has a minimum of 10 years’ experience in the role as a superintendent of contaminated sites remediation including experience working with Hazardous Waste soil and experience working within a residential neighbourhood. 
    
    Equipment Operators’ Experience
    Provide a resume demonstrating that each Equipment Operator has a minimum of 10 years’ experience with excavation activities involving contaminated sites remediation including adjacent to structures and foundations. 
    
    Bidder’s Experience 1
    Describe a project within the last 10 years that the Bidder managed that included the remediation to a value of at least $200,000 of a contaminated site.  
    
    Bidder’s Experience 2
    Describe a project within the last 10 years that the Bidder managed that included the excavation and offsite treatment and/or disposal of Hazardous Waste soil. 
    
    Failure to meet the above mentioned Mandatory Requirements will render the bid submission NON-COMPLIANT and will be given NO further consideration.

    As part of the tender process, an optional online orientation session is scheduled for Friday, August 28, 2020 at 11:00 am PDT.  We encourage all bidders to attend this online meeting.

    Delivery Date: 
    The Contractor shall perform and complete the Work by 30 November 2020. Site Works are to be completed by 30 October 2020.

    To assist with bonding and insurance requirements, this project is estimated to cost between 
    $100,001 and $500,000.
