    Note to Tenderers:
    Due to the impacts of the COVID-19 pandemic and to encourage physical distancing, the Bid Receiving Unit in Vancouver will remain open but with limited staff and limited hours: Tuesdays, Thursdays and Fridays only, from 10:30 am to 2:30 pm (Pacific Daylight Time). 
    
    Public tender openings will be suspended until further notice. Following solicitation closing, bid results will be recorded and may be obtained by e-mailing a request to the address indicated in the Invitation to Tender.  
    
    Please monitor Buyandsell.gc.ca closely as changes to bid closing dates may be necessary. 
    
    Work Description: 
    Work to be performed under the Contract includes, but is not limited to, the following items, including all ancillary Work:
    
    1. Access to the Matsqui Institution FFTA is off of King Road in Abbotsford, BC.
    
    2. There are no pre-existing arrangements for access to the Matsqui Institution FFTA from the neighbouring properties. Arrangements for access from the neighbouring properties are the responsibility of the Contractor.
    
    3. Classes of Soil based on Environmental Quality Criteria are:
    -Hazardous Waste Quality
    -Waste Quality
    -Non-Contaminated Quality
    
    4. Soil classification based on in-situ testing; ex-situ testing may be required as directed by the Departmental Representative.
    
    5. Treatment of Contaminated Water Onsite. Contractor responsible for discharge permits.
    
    6. Treatment of Contaminated Water Offsite. Contractor responsible for transport and treatment. Contractor takes ownership of all material leaving site.
    
    7. Excavation of Contaminated Soil as per Drawings. Contractor solely responsible for excavating to Contaminated Material Limits. Excavation Limits on Drawings based on a nominal 1:1 slope for volume estimating purposes only; actual shoring and/or slope requirements responsibility of the Contractor.
    
    8. Transportation of Contaminated Soil to facilities. Contractor takes ownership of all material leaving site.
    
    9. Disposal of Contaminated Soil. All material identified as Contaminated on the Site must be disposed of at a Disposal Facility, including material that has been Treated.
    
    Mandatory Requirements:
    
    Project Manager #1:  
    Minimum 10 years' experience in the environmental / remediation industry including 10 years experience in overall management (i.e. responsibility for project budget, allocation of technical personnel, and adherence to project schedule) of soil turning / contaminated sites remediation projects. Must have managed one (1) remediation project with a cost of $500,000 or greater in the last ten (10) years.
    
    Machine Operators #1 and #2: 
    Minimum five (5) years experience operating heavy equipment.
    
    Optional Site Visit:
    An optional online site visit is scheduled for Tuesday, August 11, 2020 at 11:00 am PDT.  We encourage all bidders to attend this online meeting.
    
    You may attend either by phone (audio) or by computer (audio and/or video), though we recommend you take advantage of the video as we will present visuals.
    
    The details for logging in to this meeting will be made available to all bidders who express an interest in attending by contacting the Contracting Authority before 12:00 pm PDT on August 10, 2020.

    Value of Project: 
    To assist with bonding and insurance requirements, this project is estimated to cost between $100,001 and $250,000.
