Public tender openings will be suspended until further notice. Following solicitation closing, bid results will be recorded and may be obtained by e-mailing a request to the address indicated in the Invitation to Tender. Title: KEL,SET (Reay) Creek Pond Remediation Location: Sidney, BC Work Description: Work to be performed under this Contract includes, but is not limited to, the following items, including all ancillary Work listed further in the Contract: Contractor must provide personnel and equipment with appropriate experience for site conditions, including experience in remediating site-specific Contaminated Material in sensitive riparian and aquatic environments and water management and treatment. Contractor to provide specialized material handling, health and safety, and environmental protection procedures, and must have knowledge of appropriate regulations. Contractor to retain appropriately Qualified Professional(s) to oversee Work. Work at Site involves Work with Contaminated Material. Complete list of anticipated contaminants and concentration levels on the Site available separately in Appendices and/or Drawings. Existing condition on the Site identified according to Drawings. Annexes provided for reference purposes only. Classes of Soil based on Environmental Quality Criteria are: Waste Quality, Non-Contaminated Quality. Soil classification based on insitu testing; exsitu testing may be required. Work is to be carried out in isolation of stream flows which shall be diverted around the work areas. • Install and maintain fish exclusion barriers around work site. Perform fish and wildlife salvage by appropriately Qualified Environmental Professional prior to start of construction work. • Invasive plant species removal and off-site disposal at a permitted facility. • Selective trimming and/or removal of select trees in accordance with tree removal and retention requirements. • Treatment of Contaminated Water Onsite. • Treatment of Contaminated Water Offsite. Contractor responsible for transport and treatment. • Excavation of Contaminated Soil. • Transportation of Contaminated Soil to Stockpile Management Area. • Temporary stockpiling of Contaminated Soil prior to transportation to facilities including seepage water management. • Transportation of Contaminated Soil to facilities. Contractor takes ownership of all material leaving site. • Treatment of Contaminated Soil at Contractor’s discretion, specifically metals and polycyclic aromatic hydrocarbons (PAHs) contaminated soil. • Disposal of Contaminated Soil. All material identified as Contaminated on the Site must be disposed of at a Disposal Facility, including material that has been treated. • Backfilling excavated slopes with clean, washed and polished imported granular material. • Supply and installation of planting benches as shown in Drawings. Place topsoil over planting benches as shown in Drawings. • Grading, scarifying, installing temporary erosion and sedimentation control measures at toe of slopes, and preparing disturbed areas for restoration planting to be conducted by others. • Supply and installation of large woody debris habitat structures as shown in Drawings. • Re-introduction of water to the pond area following completion of remedial activities. Optional Site Visit: As part of the tender process, an optional online orientation is scheduled for Tuesday, June 02, 2020 at 10:00 am PDT. We encourage all bidders to attend this online meeting. You may attend either by phone (audio) or by computer (audio and/or video), though we recommend you take advantage of the video as we will present visuals. The details for logging in to this meeting will be made available to all bidders who express an interest in attending by contacting the Contracting Authority before 3:00 pm PDT on June 01, 2020. Final Completion of Site Works is no later than November 15, 2020. Water Works to be performed between June 15, 2020 and September 15, 2020. Value of Project: To assist with insurance and bonding requirements, this project is estimated to cost between $1,000,001.00 and $5,000,000.00.
