    Last Mountain Lake NWA NCP Investments Bundle Project
    
    Work under this contract involves the construction of the following at Last Mountain Lake (Simpson, Saskatchewan) as per designed drawings and specifications: 
    
    1. Parking lots upgrades- Project # LML-001b
    2. Wildlife blinds- Project # LML-001c
    3. Road improvements- Project # LML-001d
    4. Observation towers- Project # LML-001e
    5. Pavilion and shelters- Project # LML-001f
     
    1. Parking lots - Project # LML-001b: construction of 15 parking lots with railings and wheel stops within the National Wildlife Area as per drawings and specification.  These 15 locations are scattered over the whole NWA, and can be 15 miles distant from each other and the lake is in the middle - it takes 45 minutes to drive in a truck from the extreme SW parking lot to the extreme SE site. Many of these parking lots define a dead-end in in the road, and the roads vary from a well-maintained gravel road to a tiny dirt trail in the middle of a field.
    
    2. Wildlife blinds- Project # LML-001c: construction and installation of three standalone bird blinds for exterior use within the National Wildlife Area as per drawings and specification.  These blinds are located off the gravel road, and vehicular traffic will not be allowed off road.  The materials will have to be carefully moved from the nearest road to the installation site by hand, or in exceptional cases, with an ATV or UTV.  Installation will need to be done with absolutely minimal disturbance of the soil and vegetation, and will be closely supervised on site.  
    
    
    3. Road improvements- Project # LML-001d: expanding the existing grid roads (1.5km) and two dams to width of 6 meters that provide access to the trails that experienced significant erosion within the National Wildlife Area as per drawings and specification.  Provincial and Federal Fisheries permits will likely be required for work below the waterline.    
    
    4. Observation towers- Project # LML-001e: construction and installation of two new observation towers with a classroom type shelter under the platform to accommodate 15-20 people within the National Wildlife Area as per drawings and specification. 
    
    These towers are located off the gravel road.  While vehicles will be allowed off road for construction of these towers, wet-weather shutdowns will be enforced.  There is a small but steep ditch and in some locations, rough and/or spongy soils to navigate.
    
    
    5. Pavilion and Shelters- Project # LML-001f: construction and installation of a new pavilion to replace existing information kiosk. The one side of the pavilion should be enclosed approx. 800SF and the other side to be a shelter area approx. 600SF to accommodate picnic tables as per drawings and specification.  This is just across the road from the headquarters of the NWA. 
    
    6. The construction and installation of a new shelter to be located in the open area of the tree nursery. This shelter is approx. 20’x30 and does not require power. This is across the road from the headquarters of the NWA, and 200m into a field surrounded by trees. 
    
    There will be an optional site visit on Tuesday August 14, 2018 at 11:00am. Interested Bidders are to meet at Administration Building.
    
    All attendees must sign the Site Visit Attendance Register prior to the walkthrough. Bidders who, for any reason, cannot attend at the specified date and time will not be given an alternative appointment to view the site. No exceptions will be made.

    Value of Project:  To assist with bonding and insurance requirements, this project is estimated at a value between $500,001 to $1,000,000
