    2. BACKGROUND
    
    The Last Mountain Lake National Wildlife Area (NWA) and Migratory Bird Sanctuary (MBS) is a large area of grassland and wetland protected for the benefit of migratory birds and wildlife. Originally designated in 1887, the MBS was augmented in 1987 with the NWA lands encompassing it. Last Mountain Lake NWA includes approximately 18,000 hectares of open land which is connected through 2-track dirt trails in the grass and gravel roads. As part of the Connecting Canadians to Nature Program, some improvements to the NWA are needed to reach the program’s goal. 
    
    The Last Mountain Lake National Wildlife Area is 175km SE of Saskatoon, Saskatchewan (a 2 hour drive mostly on highways #16 and #2, but ending in 6.4km of gravel road), and 155km north of Regina, Saskatchewan (1h 45min drive north on hwy#11 to lumseden then turn on highway #20 and continue to the junction of highway #15, turn east and end with a 20km drive on gravel roads). This site is "in the middle of nowhere", and does not have any amenities on site, other than power at the headquarters location.  The surrounding and internal roads are all gravel (4-6 meters wide), and while they are well-maintained and considered all-season, in wet weather they become slippery and rutted quite easily.  Cell service in the area is reasonably good, but at some times calls are dropped or cannot be connected momentarily. The LML NWA office has drinking water, washrooms, and power, but no WIFI service.  The nearest gas station and grocery store is in Simpson (pop 147. Simpson Co-op gas station is open 8-6 M-F, 9-5 Sat/Sun.  Grocery store is open Tues-Fri 9-5:30 (closed at noon) and 9am -1pm Sat).  The Simpson hotel bar serves food from 11am - 8pm.  The closest automated 24-hour fuel station takes mastercard/visa and is located on highway#2 in Imperial, SK. The nearest service center is Watrous (pop. 1800, 56km away), which also has a number of restaurants, hotels, a pharmacy, and a lumber yard/hardware store. There are locations on the property for offices trailers if needed. 
    
    3. OBJECTIVES
    
    To construct the following at Last Mountain Lake as per designed drawings and specifications from Republic Architecture Inc.:
    
    i. Observation towers
    ii. Pavilion 
    
    4.SCOPE OF WORK
    
    Observation towers: construction and installation of a new observation tower with a classroom type shelter under the platform to accommodate 15-20 people within the National Wildlife Area as per drawings and specification. The tower is to be located off the gravel road.  
    
    Pavilion: construction and installation of a new pavilion to replace existing information kiosk. The one side of the pavilion should be enclosed approx. 800SF and the other side to be a shelter area approx. 600SF to accommodate picnic tables as per drawings and specification.  This is just across the road from the headquarters of the NWA. 
    
    Shelter: The construction and installation of a new shelter to be located in the open area of the tree nursery. This shelter is approx. 20’x30 and does not require power. This is across the road from the headquarters of the NWA, and 200m into a field surrounded by trees. 
    
    5. CONSTRUCTION TIME PERIOD
    The construction for this project shall begin in December2018 and end by March 31st, 2019.  
    
    OPTIONAL SITE VISIT - There will be a site visit on Friday, November 23 at 10:30am. Interested bidders are to meet at the Administration Building.
