The Prime Consultant will provide a complete team including the following services: Architectural; Engineering; Civil Engineering; Structural Engineering; Mechanical Engineering; Electrical Engineering; Building Envelope Specialist; Modular Building or Pre-fabricated Building Specialist; Control Specialist; Commissioning Professional/Specialist; and Quantity Surveying Services. This Request for Proposal is a 1 phase, 2 envelope selection process. This means that the proponent must submit all technical information, and at the same time, they must also submit their cost proposal in a separate sealed envelope. Ensure that information related to costs are not included with the technical portion of the proposal. The project is divided into 3 Phases as more fully described in the Terms of Reference. All Upper Air Station locations will have unique requirements due to geography, access, climate and environment. The existing condition of the Upper Air Stations will vary per site. Modifications to existing buildings will be required to support site requirements to ensure functional operations. Site Customization will be required to support local requirements. The intent is to enter a five (5) year contract with the option of an additional five (5) year contract for updating Environment Canada's aging Upper Air infrastructure using a pre-fabricated, modular building approach rather than conventional renovation methods. The initial five (5) year contract consists of Phases 1 and 2 with an estimated project construction budget of approximately $6.8 million dollars.
