Request for a Regional Individual Standing Offer to supply all materials, equipment, labour, transportation, and supervision necessary to perform the following work, as more fully described in the statement of work, at Public Health Agency ofCanada facilities located in Winnipeg, Manitoba.

.1  The primary function will be to supply, install and repair insulation.
.2  The contractor will perform work in accordance with the instructions accompanying each request.

It is anticipated that1 firm will be issued a standing offer. The standing offer will be issued for a five (5) year term. 

MANDATORY SITE VISIT: It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the sitevisit to be held at 1015 Arlington Street, Winnipeg, Manitoba on January 12, 2016. The site visit will begin at 11:00h CST, in the Orientation Room.  Attendees will be required to report to the main reception desk prior to the start time, and provide photo identification. 

Bidders should communicate with the Contracting Authority no later than 14:00h CST, January 11, 2016 to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. 

Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

Firms intending to submit bids on this project should obtain bid documents through the Government Electronic Tendering (GETS) service provider at http://Buyandsell.gc.ca/tenders .  Firms that obtain bid documents from a source other than the official site run the risk of not receiving a complete package.

Bidders are responsible for obtaining copies of bid forms, special instructions and amendments issued prior to bid closing, from the Government of Canada web site, and are to ensure they are addressed in the submitted bid.
