    Construction management services as part of the execution of various works in Mont-Joli (Maurice-Lamontagne Institute) and Quebec (Quebec Base - 101, boulevard Champlain and Port of Quebec).
    
    
    OVERVIEW
    
    Public Works and Government Services Canada (PWGSC) has been mandated by the Department Fisheries and Oceans Canada (DFO) for the management and implementation of a program of projects comprising a series of works in accordance with the recommendations of status reports and building up to standard,in accordance with the operational requirements of DFO. 
    
    The architecture, structural, mechanical, electrical and civil work will be carried out on buildings located on different sites.
    
     - Maurice-Lamontagne Institute (MLI)
       850, de la Mer, Mont-Joli (Québec)
    
     - Quebec Base (QB)
       101, boulevard Champlain, Quebec (Quebec)
    
     - Port of Quebec (only one project), included in the project table for the Quebec Base

    PWGSC intends to commission a company specialized in building construction work for construction management services. 
    
    Generally, the scope of work is defined as follows:
     - In collaboration with Consultants, validate and if necessary redefine the scope of work in order to respect the overall budget or the overall budget revised by DFO for all the work and budgets.
     - Prepare Estimates of class B and A for all the work for each site.
     - Apply Cost Control of the work to meet the overall budget andthe budgets for each of the sites.
     - Prepare a detailed schedule including the design phases and those works.
     - Set the bidding strategies depending on the scope of work of the various sites and coordinate with the Consultants preparing the necessary technical documents.
     - Launch, receive and analyze tenders (scope of the work / costs), and recommend contract awards.
     - Plan in detail and execute all work for each site within budget and schedule.
     - Evaluate, negotiate and process all modifications in concert with Consultants and recommend a fair and reasonable price.
     - In collaboration with Consultants, coordinate commissioning when required (equipment, systems etc.).
     - Ensure that the work will be performed in accordance with the contract documents.
     - Ensure specialist Contractors correct defects.
     - Ensure the maintenance manuals are completed and that the guarantees are issued.

    Please note that work related to the following projects is optional:
     a) Project 13: Quebec Base, 2.0 fit-up of building 90 (option 2)
     b) Project 24: Quebec Base, decentralization of the heating system (option 2)
     c) Project 45: Renovation of laboratory spacesand replacement of hoods (option 1)
    
    
    OPTIONAL SITE VISIT
    
    There will be two site visits. The visits are not mandatory, but highly recommended.
    
    Visit 1 : Mont-Joli (Maurice-Lamontagne Institute) 
       Tuesday, October 25, at 12:30.

    Bidders are requested to send the list of participants to each of the visits by email at Gabriel.Piras@tpsgc-pwgsc.gc.ca no later than Monday, October 24, at 12:30.
    
    MANDATORY CRITERIA AT CLOSING DATE
    
    The Bidder shall enclose bid security with its bid.
    
    At bid closing, the Bidder must hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). 
    Failure to comply with this requirement will render the Bid non-compliant and no further consideration will be given to the Bid.
    
    
    ESTIMATED CONSTRUCTION COSTS
    
    The estimated value of construction costs, including options 1 and 2, amounts to $17,117,000 plus applicable taxes. 
    
    The estimated value of construction costs indicated below for each site is for guidance only. These costs should be reassessed by the Contractor following a more detailed definition of the scope of work.
    
    Maurice-Lamontagne Institute (MLI):
      Base contract: $5,864,000
      Option 1: $3,500,000
      Total: $9,364,000
    
    
    Quebec Base (QB) and Port of Quebec:
      Base contract: $3,653,000
      Option 2: $4,100,000
      Total: $7,753,000
    
    
    CONTRACT PERIOD
    
    The contract is effective from its award date until March 31, 2019.
    Regarding the period of work, please refer to paragraph "PD 2.4 - Schedule“.
