(b) Description of Work Objective: The general objective of the Work is to provide scientific and technical services in the field of guided energy (GE) systems for the development of advanced concepts and methods for the study of their effects on given military systems. A GE system generally includes a directed energy source (laser, radio-frequency, high voltage, etc.), a beam director which optimally delivers the energy produced by the source where needed, as well as detection (LIDAR, imagery systems, RADAR) and tracking systems. The Statement of Work encompasses three aspects. First, it addresses the development of GE systems and related subsystems needed to assess their atmospheric propagation and effects. It comprises, but is not limited to, the development of electronic and electro optical (EO) systems to generate and control the beam of energy and the characterization of such systems. Secondly, it addresses the characterization of atmospheric propagation of the beam of energy in various environments (turbulence, aerosols, humid atmosphere, etc.). It comprises, but is not limited to, the development of EO systems for detection and imaging through adverse atmospheric conditions, safety analysis for the elaboration of operational templates as well as EO and electronic systems used for real-time effect optimization and characterization. Third, it addresses assessing the impact of GE on a military system. It comprises, but is not limited to the characterization of the effects on simple subsystems such as a detector or an optical component, to a higher level evaluation of the effect on an overall system performance and functionality. Context/Background: The tasks to perform within the scope of this contract range from the development of a software application to simulate the propagation of laser beams in adverse atmospheric conditions to the development of a GE subsystem or component and basic integration on a military platform. Consequently, a task might require the contribution from a single individual up to a group of three to four experts working simultaneously in EO conception over a period ranging from 1 to 12 months. Scientific, engineering and technical capabilities are required in the following development fields: 1) Optical conception, 2) Modelling and simulations, 3) Electronic conception, 4) Software/firmware programming, 5) Opto-mechanical conception, 6) Data analysis and literature reviews as well as 7) Manipulation of systems and optical equipment in laboratory and during trials. (c) Client Department The organization for which the services are to be rendered is Defence Research and Development Canada - Valcartier (DRDC - Valcartier). (d) Period of the Contract The period of the Contract is from Contract award to March 31, 2021. (e) Important Information i. Defence Research and Development Canada - Valcartier has determined that any intellectual property rights arising from the performance of the Work under the resulting contract will belong to Canada. ii. Bidders must provide a list of names, or other related information as needed, pursuant to section 01 of Standard Instructions 2003. iii. For services requirements, Bidders in receipt of a pension or a lump sum payment must provide the required information as detailed in article 3 of Part 2 of the bid solicitation. iv. The requirement is limited to Canadian goods and/or services. v. The requirement is subject to the provisions of the Agreement on Internal Trade (AIT). vi. This procurement is subject to the Controlled Goods Program. viii. The Work is divided into two portions, a firm portion and a portion to be performed on an "as and when requested basis" using a Task Authorization (TA). The estimated amount of available funding for the firm portion of the Work is $25,000.00, Applicable Taxes extra. The estimated amount of available funding for the portion of the Work to be performed on an "as and when requested basis" using a TA is $725,000.00, Applicable Taxes extra. A contract with Task Authorizations (TAs) is a method of supply for services underwhich all of the work or a portion of the work will be performed on an "as and when requested basis". Under contracts with TAs, the work to be carried out can be defined but the exact nature and timeframes of the required services, activities and deliverables will only be known as and when the service(s) will be required during the period of the contract. A TA is a structured administrative tool enabling the Crown to authorize work by a contractor on an "as and when requested" basis in accordance with the conditions of the contract. TAs are not individual contracts. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
