Requirement:  
The Parks Canada Agency (PCA) has requirements for the transport of passengers and materiel between Montmagny and the Grosse Île and the Irish Memorial National Historic Site hereinafter called “Grosse Île”.

Grosse Île has a dirt landing strip without lighting approximately 1,300 feet long. The Contractor must be able to land aircraft on the landing strip in all seasons when visibility and weather conditions are safe. It is up to the pilots to decide whether or not conditions are safe.

The Contractor must provide an air transport service at all times, from sunrise to sunset, from the Montmagny Airport and from Grosse Île for persons and/or materiel.

The Contractor must have fixed-wing aircraft that can meet the following requirements: 
• Be able to transport 2 to 4 passengers  with luggage and have         cargo space with a total capacity of 1,350 lbs, including         passengers; and
• Be able to transport 8 to 10 passengers1 with luggage and have         cargo space with a total capacity of 2,100 lbs, including         passengers.
