ACAN - GREENHOUSE CONTINUOUS TRACE GAS ANALYSER

    1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    2. Definition of the requirement
Public Services Procurement Canada (PSPC), on behalf of its client, Agriculture and Agri-Food Canada (AAFC), is proposing to negotiate the supply of a Los Gatos Ultra-Portable CH4/N2O analyzer, commercially available.
The continuous trace gas analyzer requested is one of two components required for automatically sampling soil GHG fluxes using static chambers. The gas analyzer will be coupled to a set of 18 automated soil greenhouse gas (GHG) measurement chambers. The combined system will provide continuous measurements of greenhouse gas fluxes from Canadian agriculture (primarily cropping systems) from up to 18 different plots at one time.

ICOS technology is the only continuous sampler currently meeting the mandatory criteria below:
    • Continuous sampler that can measure N2O concentrations with a precision that is better than 0.5 parts per billion (ppb).
    • Operating temperature ranges from 5° to 45°C.
    • Portability Maximum (25 kg, and 24”x28”x10” dimensions),
    • Precision (0.5 ppb) and reduced drift (2.0 ppb.)
    • Accurately measure N2O and CH4 fluxes from field sites throughout much of the year.
    • Can also be used to determine N2O/CH4/H2O concentrations in injected samples, making it compatible with our current system of manually sampled chambers

    3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the requirements, described at Section 2.
