    Summary
    
    The Department of National Defence (DND) has a requirement for
    food and ration services in DND facilities at Valcartier Canada
    Cadets Training center,in accordance with Annex «A» Statement of
    Work (Stipulations).  The Contractor must provide food, along
    with well-staffed to the supervision, preparation and to the
    service of three (3) meals per day (breakfast, lunch and dinner)
    as well as  energy supplements.  Menus and standardized recipes
    are provided by the DND.
    
    Period of Contract
    
    The period of the contract will be of a duration of one (1) firm
    year, plus four (4) optional periods irrevocable of one year
    each.
    
    Services Periods
    
    Each calendar year will be divided into two (2) services periods:
    
    1- "Summer Camp" services period (with guarantee of minimal
    consumption)
    2- "Off-camp" services period (no guarantee of minimal
    consumption)
    
    Services periods for the fist year will be: 
    
    1- "Summer Camp" services period: from April 12, 2013 to August
    31, 2013.
    2- "Off-camp" services period:  from September 1, 2013 to March
    31, 2014.
    
    Canada may exercise options to extend the contract.  In this
    event, the exact dates and quantities will be determined no
    later than the end of February of each year.
    
    Forecast
    
    1- Summer Camp
    The estimated number of meals for 2013 summer camp is 73,205
    breakfasts, 71,683 lunches and 71,931 dinners. The anticipated
    number of meals for subsequent years is  71,000 breakfasts,
    71,000 lunches and 71,000 dinners.
    
    1- Off Camp
    Service will be required on an as and when ordered basis, and
    will be confirmed by the MDN at least 10 days before the
    activity.
    
    Code of Conduct
    
    pursuant to section 01 of Standard Instructions 2003, Bidders
    must submit a complete list of names of all individuals who are
    currently directors of the Bidder.  Furthermore, as determined
    by the Special Investigations Directorate, Departmental
    Oversight Branch, each individual named on the list may be
    requested to complete a Consent to a Criminal Record
    Verification form and related documentation.
    
    Mandatory site visit and bidder's conference :
    A mandatory site visit is scheduled on thursday, January 24,
    2013 at 9:00 AM at the kitchen of Valcartier Cadet Training
    Centre (CTC) of the Department of National Defence (DND),
    Valcartier garrison. Failure to attend will render bidders
    non-responsive.  An optional  bidder's conference will follow
    the mandatory site visit.
