    Nature of Requirements: 
    1.	Background/History 
    
    The Canadian Forces Army of Tomorrow will need land forces that
    are agile, net-centric and 
    versatile. The Force Employment concept is called Adaptive
    Dispersed Operations (ADO), where the capacity of an integrated
    system for infantry soldiers is a key element. In this context,
    small arms weapon systems are considered one of the many
    subsystems of the soldier system.
    The research program entitled Future Small Arms Research (FSAR)
    will provide the Canadian Forces (CF) with the scientific and
    technical expertise required to efficiently replace its current
    weapons. The FSAR program seeks to identify what makes a
    difference, how to measure that difference and when it can be
    introduced to the Canadian Forces. In the long run, the FSAR
    program will support the next generation of small-calibre
    weapons by developing a statement of requirements based on
    validated science and measurements for a family of weapon
    systems that will help significantly increase operational
    effectiveness.
    
    We foresee that the concepts of Assisted Target Engagement (ATE)
    and Target Handoff (TH) will play a key role in improving
    soldiers' capacity to measure and follow the positioning of 
    targets and to engage them. The ATE and TH subsystems will help
    soldiers' cognitive and biomechanical functions. It is important
    that those subsystems work with the aiming and firing process
    that soldiers learn during their small arms training.
    DRDC Valcartier works actively to study the performance of ATE
    and TH systems for the 
    Canadian Forces. The ATE helps the soldier choose the right
    moment to pull the trigger; the TH helps the soldier determine
    the absolute or relative position of a target and provides the
    capacity to transmit that information to other soldiers so that
    they can accurately locate the same target. These systems
    include sensors for inertial measurement, range and wind,
    embedded systems for processing analog and/or digital signals in
    real time, and Kalman-type data filtering and fusion algorithms.
    These studies require the use of specialized equipment to
    evaluate multiple 
    concepts for each system element and for the overall system.
    
    2.	Objectives
      The objective of this statement of work is to obtain services
    to fulfil ad hoc and specific requests related to the design and
    manufacture of electronic circuits for signal acquisition or
    mixing, measurement, characterization and performance evaluation
    for inertial navigation and 
    positioning systems installed on small arms. The work to be
    perform include but is not limited to:
    
    1.	Developing and integrating inertial and positioning sensors
    for small arms; 
    2.	Developing, designing and manufacturing electronic circuits
    with microcontrollers; 
    3.	Developing software and firmware; 
    4.	Processing digital signals;
    5.	Collecting data in an experimental environment; 
    6.	Analyzing and processing test data.
    
    This contract includes a firm portion and a portion to be
    performed on an "as and when requested basis" using a Task
    Authorization (TA). 
    
    i.	Task 1 - Firm portion of the Work 
    
    The Contractor must perform Task 1 - "Prototype of mixed sensor
    integrated circuit" (to be completed once the contract is
    awarded)
    The purpose of this task is to develop a prototype for a
    microcontroller integrated circuit and mixed sensors comprised
    of an IMU, LRF and GPS for use in research and 
    development studies on target handoff (TH).
    
    ii.	Portion of the Work to be performed on an "as and when
    requested basis" using a Task Authorization (TA).  
    The Contractor must provide the services described in the tasks
    at item 2(ii) of the "Statement of Work".  Each of the task
    authorizations may refer to more than one task and/or subtask,
    and will be specified in the task authorizations. Each task or
    subtask can be activated more than once, and can be activated 
    simultaneously.
    
    3.	Additional Information :
    
    The organization for which the services are to be rendered is
    Defence Research and Development Canada - Valcartier (DRDC -
    Valcartier).
    
    The period of the Contract is from date of Contract to March
    31st, 2019, inclusive.
    
    Estimated amount of available funding for this contract :
    $845,000.00, Applicable Taxes extra.
    
    Given the nature of the equipment in use (military systems,
    controlled goods, fixed 
    laboratories and shared equipment), most of the work must be
    carried out on-site at DRDC Valcartier, 2459 de la Bravoure,
    Quebec, G3J1X5. However, it is possible that some of the support
    electronics design work not requiring the use of software owned
    by DRDC can be performed off-site by the contractor using its
    own copies of the software. If 
    the nature of the task allows, this consideration will be
    specified in the task authorization.
    
    The the firm part of the work (task 1), the work will be carried
    out on site at DRDC Valcartier.
    However, the Project Manager can be on-site on a "as required
    basis" at the request of DRDC-Valcartier.
    
    Defence Research and Development Canada - Valcartier has
    determined that any intellectual property rights arising from
    the performance of the Work under the resulting contract will
    belong to Canada.
    
    There is a security requirement associated with this
    requirement. For additional information, consult Part 6 -
    Security, Financial and Other Requirements, and Part 7 -

    Bidders must provide a list of names, or other related
    information as needed, pursuant to section 01 of Standard
    Instructions 2003.
    
    For services requirements, Bidders in receipt of a pension or a
    lump sum payment must provide the required information as
    detailed in article 3 of Part 2 of the bid solicitation.
    
    The requirement is subject to the provisions of the Agreement on
    Internal Trade (AIT).
    
    The requirement is limited to Canadian goods and/or services.
    
    This procurement is subject to the Controlled Goods Program.
