Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Comprehensive Land Claim Agreement: No Nature of Requirements: TITLE: REFURBISHMENT OF THE POINTE AU PERE LIGHTHOUSE INFRASTRUCTURES IMPORTANT NOTICE TO BIDDERS Government of Canada moved its Government Electronic Tendering Service from MERX to Buyandsell.gc.ca/tenders. Since June 1st 2013, Canada makes available Notices of Proposed Procurement (NPP), bid solicitations and related documents for download through the Government Electronic Tendering Service (GETS) at Buyandsell.gc.ca/tenders. Canada is not responsible and will not assume any liabilitieswhatsoever for the information found on websites of third parties. In the event an NPP, bid solicitation or related documentation would be amended, Canada will not be sending notifications. Canada will post all amendments using GETS. It is the sole responsibility of the Bidder to regularly consult GETS for the most up-to-date information. Canada will not be liable for any oversight on the Bidder's part nor for notification services offered by a third party. PROJECT DESCRIPTION Provide all labor, materials, tools and equipment required to perform the refurbishment of the Pointe-au-Père Lighthouse National Historic Site of Canada, in Rimouski. The Historic Site includes the lighthouse, the fog horn building, the residence of the lighthouse assistant keeper, the residence of the lighthouse keeper, the garage, the sheds, the pilots shelter, the fuel storeroom, the electronic horn, the Baie of joist tower, the flagpole and the retaining wall P.S. Work on the garage, the sheds, the pilots shelter, the fuel storeroom, the electronic horn, the baie of joist tower, the flagpole and the retaining wall are optional. CONSTRAINTS No work can be performed at the lighthouse site in July and August. For 2016, work priorities are the lighthouse and the keeper’s house (Phase 1), scheduled to be completed before July 2017. Since the lighthouse and the keeper’s house are open to public until the end of August 2016 and from May 2017, bidders must schedule and execute Work between September 6 2016 and July 1st 2017. Work on other buildings (Phase 2) must be conducted between September 6, 2016 and December 1st, 2017. For the period between July 15 and September 4, 2017, light work could continue upon approval by Departmental Representative, providedthat inconveniences to public are minimal. SECURITY REQUIREMENT This request does not contain a security requirement. MANDATORY CRITERIA AT CLOSING DATE - The Bidder shall enclose bid security with its bid; MANDATORY CRITERIA PRIOR TO CONTRACT AWARD - CODE OF CONDUCT CERTIFICATIONS - CONSENT T0 A CRIMINAL RECORD VERIFICATION: Bidders must provide with their bid or promptly thereafter a complete list of names of all individuals who are currently directors of the Bidder. If the required names have not been received by the time the evaluation of bids is completed, Canada will inform the Bidder of a time frame within which to provide the information. Failure to comply will render the bid non-responsive. Canada may, at any time, request that a Bidder provide properly completed and Signed Consent Forms (Consent to a Criminal Record Verification form - PWGSC-TPSGC 229) for any or all individuals aforementioned within the time specified. Failure to provide such Consent Forms within the timeperiod provided will result in the bid being declared non-responsive. Exceptions are accepted for minor tasks (painting of unopened buildings) upon approval by Departmental Representative, minimizing impacts on the public.
