Amendment 023 - This amendment serves to extend the RFI period to March 16, 2018 to allow Canada to complete the Summary of Feedback and Outcomes from the RFI process for the MEOSAR Space Segment. Amendment 018 - This amendment serves to request additional information from Industry and to revise the table of Requested RFI Deliverables and corresponding Requested Dates. Amendment 017 - This amendment serves to provide Industry with the opportunity to provide Canada with any further feedback on any previously Requested RFI Deliverables, to revise the table of Requested RFI Deliverables and corresponding Requested Dates, and to extend the RFI period to December 15, 2017. Amendment 016 - This amendment serves to provide Industry with the draft Basis of Payment (Annex C to the RFP) and to revise the table of Requested RFI Deliverables and corresponding Requested Dates. Amendment 010 - This amendment serves to request additional information from Industry, to revise the table of Requested RFI Deliverables and corresponding Requested Dates, and to extend the RFI period to September 29, 2017. Amendment 009 - This amendment serves to notify Industry that additional draft documents are available for release, to revise the table of Requested RFI Deliverables and corresponding Requested Dates, and to extend the RFI period to September 15, 2017. Amendment 008 - This amendment serves to extend the closure date of the RFI to August 28, 2017, in order to allow additional time for Industry feedback on previously-provided documents. Amendment 005 - This amendment serves to extend the closure date of the RFI in order to allow additional time for Industry feedback on previously-provided documents. Amendment 003 - This amendment serves to notify Industry that additional draft documents are available for release, to revise the table of Requested RFI Deliverables and corresponding Requested Dates, and to extend the RFI period to July 7, 2017. Amendment 002 - This amendment serves to notify Industry that additional draft documents are available for release, to extend the RFI period to June 16 2017 and to clarify expectations related to deliverable requested dates. Amendment 001 - This amendment serves to extend the RFI period to May 5, 2017 and to update the Third-party Transfer Process. General This industry consultation process seeks information from industry on its interest, capacity and ability to produce and deliverthe systems that meet the requirements for the Department of National Defence Medi um Earth Orbit Search and Rescue (MEOSAR) project’s Space Segment. This industry consultation process provides industry the opportunity to provide feedback in the development and refinement of the requirement, including the proposed technical requirement, the procurement strategy and methods of leveraging economic benefit for Canada. The information gathered through this industry consultation process may be used by Canada to assistin the development of a Request for Proposal (RFP) for the implementation of the MEOSAR Space Segment procurement. As such, the requirement may be revised pending alternate solutions and discussions that take place during all industry engagement processes. Background Canada is a pioneer in satellite-aided search and rescue and has played a leadership role in creating a global satellite based beacon tracking system. Canada, together with Russia, France and the United States, has contributed to the COSPAS-SARSAT system. MEOSAR is the next generation satellite system which aims to replace the current Low Earth Orbit satellite system. It will provide additional coverage and more accurate location detection capabilities for the Search and Rescue teams. As part of the Space Segment, Canada will provide 24 MEOSAR repeaters to be installed on the United States Global Positioning System III satellite constellation. The Ground Segment consists of satellite ground terminals; these terminals track the MEOSAR satellites and receive and process the transmissions of the distress radio beacons as relayed by those satellites. The MEOSAR project team previously released two Requests for Information (RFIs), held an Industry Day, conducted one-on-one meetings with interested vendors to seek industry input in developing this re quirement and initiated the Third Party Transfer (TPT) approval process required for vendors to gain access to International Traffic in Arms Regulations (ITAR) sensitivetechnical data and information from the United States (US) Department of State. See tender notices W8474-16ME07/A and W8474-16ME07/B for additional information. Third-party Transfer Process Several documents required for this proposed procurementhave been identified as falling under one of the following categories: a) Subject to the Defence Production Act (DPA) Schedule; b) Subject to ITAR. The MEOSAR project must adhere to the requirements of DPA and ITAR. Controlled goods as listed in the DPA Schedule and US origin controlled technical data will only be made available to approved, pre-qualified vendors during the appropriate procurement phase of the project. Interested vendors must have received the required approval in both categoriesin order to gain access to the draft RFP documents; as such, an approval process was initiated on buyandsell.gc.ca and only vendors that have received the required approvals will have access to these documents. These documents are required for the nextphase of the industry engagement process. Vendors that are interested in participating in the next phase of the industry engagement process but do not have the required approvals may contact the Procurement Authority to obtain updated documents to commencethe approval process. Request for Information As indicated in the Summary ofFeedback and Outcomes under RFI W8474-16ME07/B, additional engagement activities were planned by the MEOSAR Project team. The MEOSAR team is seeking feedback from industry on various draft RFP documents as well as updated cost estimates for theSpace Segment Solution. Notifications will be posted under this RFI number as RFP draft documents become available for release. However, these draft documents will only be made available to vendors that have received the required approvals. Timelines to respond to this request are outlined in the Request for Information (RFI) document. Responses received after the proposed timelines may not be considered. There will be no short listing of firms for the purpose of undertaking any future work, as a result of this industry consultation process.
