    Descriptive Title:		{Project Management, Engineering, Technical
    and Administrative Support Services to Department of National
    Defence (DND) Project Polar Epsilon 2}
    
    Description:
    DND's Project Polar Epsilon 2 has been established to exploit
    information obtained from the RADARSAT Constellation Mission. 
    It will support Canadian defence by providing wide area
    surveillance over the ocean approaches to Canada, over Canada's
    Arctic region, and in its areas of interest world wide.
    
    DND's Project Polar Epsilon 2 Project Management Office has a
    requirement for the provision of Project Management,
    Engineering, Technical and Administrative Support Services.  The
    work is to be performed on an "As and When Requested" basis, and
    authorized through the issuance of task authorizations.  The
    requirement includes the following work streams and percentage
    utilization estimates:
    Project Management Support - 34.0%%
    Engineering and Technical Support - 52.0%
    Business Management and Administrative Support -  14.0%
    
    The project management support services will include services
    such as issues research, conducting analyses, communications
    management, business transformation, and assisting in the
    development of project plans, documentation, and agreements. 
    Management activities will include areas of schedule, cost,
    quality, risk and project integration.
    
    The engineering and technical support services will include
    services such as issues research, network interface analysis,
    trade-off analysis, information technology security,
    certification, and accreditation, technical support in project
    negotiations, requirements analysis, and development of project
    technical documentation.
    
    The business management and administrative support services will
    include services such as financial administrative support,
    documentation control, and the development and maintenance of
    office procedures.
    
    The period of contract will be for forty eight months.  There
    will be four twelve month option periods.  Contract award is
    estimated for May 2013.
    
    Performance of the Work will require the Contractor to sign a
    Confidentiality Agreement, and will preclude it from bidding on
    any future DND Project Polar Epsilon definition, implementation,
    operations and, or maintenance phase work.  
    
    It is estimated that 75% of authorized work will require the
    work to be performed on site at the DND Polar Epsilon 2 Project
    Management Office in Ottawa, Ontario.
    
    Bids will be technically evaluated in accordance with the
    evaluation criteria contained in the Request for Proposal.  The
    following mandatory requirements have been identified:
    	(1)	The Bidder must identify its Account Manager (one
    individual only) who will manage the work authorized under the
    contract;
    	(2)	The Bidder's Account Manager must possess a valid personal
    security clearance at a level no lower than Secret, granted or
    approved by the Canadian Industrial Security Directorate (CISD)
    of Public Works and Government Services Canada;
    	(3)	The Bidder's Account Manager must meet the requirements of
    the Senior Project Manager labour category, as defined in the
    bid solicitation; and,
    	(4)	The Bidder must submit a Resources Acquisition and
    Maintenance Plan.
    	
    The lowest price responsive bid will be recommended for award of
    a contract.
    
    
    Competition will be limited to firms meeting the Canadian
    Content Requirement.  Ownership of Foreground Intellectual
    Property will vest with the Contractor.
