    Due to the impacts of the COVID-19 pandemic and to encourage physical distancing, the bid receiving unit in Winnipeg will remain open but with limited staff and limited hours: Monday to Friday, 9 am to 11 am (local time).

    For the purposes of this procurement, Canada is acting as AGENT for the British Army Training Unit Suffield in accordance with the "Agreement Between the Government of Canada and The Government of The United Kingdom of Great Britain and Northern Ireland on British Armed Forces’ Training in Canada" and the "Memorandum of Understanding Between The Department of National Defence of Canada and The Ministry of Defence of the United Kingdom of Great Britain and Northern Ireland Concerning British Armed Forces Training at Canadian Forces Base Suffield (the “MOU”).
    The Department of National Defence (DND) at Canadian Forces Base (CFB) Suffield, Ralston Alberta, including the British Army Training Unit Suffield (BATUS) has the requirement for the supply and delivery of three-dimensional (3D) target mannequins on an as-and-when required basis.
    
    The CFB Suffield military training range is used by BATUS to conduct various military training exercises. Many of these exercises rely on simulated battle environments and live-fire ammunition. In order to simulate real-combat situations and adequately prepare training military members for deployment in a variety of situations, realistic (human-like), 3D target mannequins are required to be mounted to mechanical systems that give motion and “live simulation” to live-fire exercises.  The realistic nature of the target mannequins, combined with their attachment to the existing mobile track systems are used in conjunction with separate effects to simulate the sensory realities of deployment situations that military members are training to prepare for. Specific depictions (with regards to complexion and poses/weapons) are frequently required and anticipated to be the long-term required items but additional complexions, poses/weapons may be required as training requirements change over time.
