    Nature of Requirements: 
    Aerosol Spectrometer
    Environment Canada (EC) requires an aerosol Time-of-Flight Mass
    Spectrometer (ToF-AMS) for the measurement of ambient
    concentrations of inorganic and organic particulate matter (PM)
    mass. Delivery is required on or before March 31 2016.
    Instrument training must be provided, as well as a twelve month
    The bidder must demonstrate that they meet every mandatory
    technical evaluation criteria in their bid by submitting
    supporting documentation. Failure to provide supporting
    documentation by bid closing date will result in the bid being
    deemed non-responsive. 
    All of the mandatory technical evaluation criteria are listed
    below. Refer to the RFP for further details. 
    1. Time-of-flight MS detection system; 
    2. A minimum mass resolution 8000 (M / change of M); 
    3. An aerosol sampling inlet capable of transmitting particles
    of 2.5 micrometer diameter with 50% efficiency or greater; 
    4. A mass range of 1 to 1000 atomic mass units (amu) or greater; 
    5. Demonstrated ability to quantify non-refractory PM
    components, including sulfate, nitrate, ammonium and total
    organics with mass detection limits of less than 100 ng/m3
    integrated over 1 minute; 
    6. Demonstrated ability to quantify refractory black carbon (BC)
    mass, with a minimum BC mass detection limit of 80 ng/m3
    integrated over 1 minute. 
    7. Demonstrated ability to determine elemental ratios (H/C and
    O/C) of organic PM; 
    8. A single particle detection mode; 
    9. High speed data acquisition hardware capable of a minimum of
    1 Gs/sec; 
    10. High Vacuum System including all required pumps for
    operation on 24 VDC; 
    11. Complete Windows OS based computer system and flat panel
    12. Data acquisition and analysis software; 
    A bid must comply with the requirements of the bid solicitation
    and meet all mandatory technical evaluation criteria to be
    declared responsive. The responsive bid with the lowest
    evaluated price will be recommended for award of a contract. 
    The Bidder must submit pricing in accordance with Annex B -
    Basis of Payment, in Canadian Funds.

    Authority no later than seven (7) calendar days before the bid
