    The Department of National Defence (DND) has been performing
    non-destructive examinations (NDE) on piping at various Service
    Vaults (SV) over the last 10 years.  In the performance of this
    responsibility, it has determined the condition of the heat
    distribution piping will require servicing within the next few
    months in order to support the SV's located at CFB Borden.
    
    DND, on behalf of the Canadian Forces Base (CFB) Borden, has a
    requirement for the provision of services, to perform
    non-destructive testing and inspection of the heating system
    distribution piping, evaluate the results and provide a written
    report on 27 Service Vaults (SV) located at CFB Borden. 
    
    A contract will be awarded to one Contractor.
    
    The period of the Contract is from the date of contract award
    ending February 20, 2015. 
    
    The bidder must demonstrate that they meet every mandatory
    evaluation criteria in their bid by submitting supporting
    documentation.  Failure to provide supporting documentation by
    bid closing date will result in the bid being deemed
    non-responsive.  
    
    Some of the mandatory evaluation criteria are listed below. 
    Please refer to the RFP, Annex C - Bid Evaluation Criteria for
    the complete list of mandatory evaluation criteria.
    
    M1.	The Bidder must provide a list of all the proposed resources
    who will be assigned to this requirement. 
    M2.	Each proposed resource, identified under M1, must hold a
    valid certification* by the Canadian Welding Bureau
    (C.W.B.)/Canadian General Standards Board (C.G.S.B.)-48.9712 to
    Level II or III for visual and ultrasonic thickness.  
    *Must provide a copy of the certification with proposal.
    
    A bid must comply with the requirements of the bid solicitation
    and meet all Mandatory Technical Evaluation criteria to be
    declared responsive.  The responsive bid with the lowest
    evaluated price will be recommended for a contract award.
    
    The Bidder must submit pricing in accordance with Annex B -
    Basis of Payment, in Canadian Funds.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
