    Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    Definition of the requirement
The Department of Environment Canada has a requirement for the supply of quantity of one Gas Chromatography System with Flame Ionization Detection (GC-FID) and Auto-sampler.
The GC-FID system is required to support Environment Canada’s mandate to enforce various Federal Fuels Regulations. A GC-FID is a necessary instrument for detecting Ethanol concentrations and other oxygenates in gasoline, gasoline blends and related fuels. The instrument’s principle of operation must adhere to ASTM Method D4815. This is a prescribed method specified in various Regulations in CEPA, such as Oxygenates in Gasoline Regulations and Renewable Fuels Regulations.

Public Works and Government Services Canada (PWGSC) on behalf of Pacific and Yukon Laboratory for Environmental Testing (PYLET) - Environment & Climate Change Canada (ECCC), North Vancouver, BC, is proposing to purchase Agilent Technologies Canada Inc., Mississauga, Ontario, the supply, delivery, installation and onsite training of one GC-FID complete with a Sample Changer, software and various consumables.

The Agilent Technologies 7890B GC-FID is the only known system available that meets the following mandatory specifications:

    1. Applies Chemstation software platform, which is compatible with our existing Agilent GC units.
    2. Uses the same parts, lab supplies and consumables as our current Agilent GC instrumentation.
    3. Has the capability of rapid analysis (less than 10 minutes per sample) by employing Microfluidics Dean Switch technology.
    4. Includes an auto-injector and an auto-sampler for multi-sample analysis.
    5. Offers a 5 year total warranty.
    6. Has at least one (multiple local service engineers) local service engineer available for immediate on-site visit within 48 hours, for urgent repairs. This is mandatory, as samples are Regulatory in nature and it is essential to have the system up and running at all times to support our Enforcement group’s requirements.

Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

Any interested supplier must demonstrate by way of a statement of capabilities that its system meets the above noted mandatory specifications.
