    1. ADVANCE CONTRACT AWARD NOTICE (ACAN)
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    
    2. REQUIREMENT
    
    Public Works and Government Services Canada (PWGSC), on behalf of its Client, the Department of Fisheries and Oceans (DFO) has a feasibility study requirement of estimating Chilko River Sockeye Smolt abundance using upward facing SONAR.
    
    3. OBJECTIVES
    
    The objective of this proposed work is to test the feasibility of using upward facing SONAR technology to assess daily abundances of Chilko Lake Sockeye smolts as they migrate through the Chilko River in the spring 2021.
    
    4. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES (minimum essential requirements)
    
    Any interested supplier must demonstrate by way of a statement of capabilities that meets the following requirements:
    
    a. Specialized sonar equipment: 
    i. Provide two Simrad EK60 120 kHz General Purpose Transceivers (GPTs)
    ii. Provide three transducers (7° circular with 20 m cable, 4° x 10° elliptical with 40 m cable, and 2.5° x 10° elliptical with 40 m cable) and 
    iii. Provide two transducer mounts for an up-looking installation on the river bottom
    
    b. On-site consulting:
    i. Make recommendations on site selection for data collection
    ii. Be responsible for advising and guiding equipment installation with assistance from DFO staff
    
    c. Data analysis:
    i. must analyse the collected data with Echoview software using echo integration after field data collection completion
    ii. must deliver fish passage estimates by hour and depth stratum (0.2 m strata) in tabular format (Excel spreadsheet) 
    iii. share with DFO the Echoview algorithm developed to analyze the files 
    iv. provide report including methods, results, and discussion
    
    d. Training: 
    i. Provide training for a proof of concept study and evaluating the potential for acoustic monitoring of out-migrating smolts in the Chilko River
    ii. Train DFO staff on the analysis methods and the interpretation of results via Skype or some other screen-share technology following delivery of the report 
    
    5. APPLICABILITY OF THE TRADE AGREEMENT(S) TO THE PROCUREMENT
    
    This procurement is not subject to any trade agreements.
    
    6. JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER
    
    After extensive research on the market of current suppliers, DFO has identified that Aquacoustics meets the service and has the specialized equipment available to conduct the work.
    
    Aquacoustics is the only company on the market with the expertise and the direct, significant experience in the application of up-facing sonar technology in the enumeration of sockeye smolts and has the specific and appropriate specialized equipment required to perform the service required. Aquacoustics has completed numerous projects annually since 2008 enumerating out-migrating Sockeye smolts in a river in Alaska which is of similar size to the DFO’s proposed site and the scope of above mentioned requirements.  
    
    Aquacoustics has developed an algorithm for use when analyzing the juvenile out-migrating sonar data within Echoview software. It is imperative that Echoview software is used in the data analysis for this requirement because Echoview software is already in use throughout Pacific Region DFO to analyze data collected with other existing equipment, thus there is a considerable network of support and knowledge within the Department.
    
    7. EXCLUSIONS AND/OR LIMITED TENDERING REASONS
    
    The following exception to the Government Contracts Regulations is invoked for the procurement under subsection 6 (d) (only one firm is capable of performing the work) of the Government Contracts Regulations. Therefore, we invoke s. 6 (d) of the Government Contracts Regulations to set aside the requirement to solicit bids.
    
    8. PERIOD OF THE PROPOSED CONTRACT OR DELIVERY DATE
    
    The contract period will commence from date of Contract to September 30, 2021.
    
    9. COST ESTIMATE OF THE PROPOSED CONTRACT
    
    The estimated value of the contract is $26,000 USD (All-inclusive firm lot price)

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
