Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the requirement The Royal Canadian Mounted Police (E Division) Forensic Identification Services (FIS) has a requirement for the supply, delivery, and service of one (1) Vacuum Metal Deposition (VMD) system to develop latent fingerprints during processing of both polymer banknotes and large plastic exhibits (i.e. garbage bags). VMD system uses a sequential vacuum deposition of gold and zinc, allowing metal to vaporize and adhere to fingerprint residue on a wide range of non-porous and semi-porous surfaces including plastic, glass, firearms and tight-weave fabrics. RCMP research (published in Journal of Forensic Identification, 64(4}, 2014, 375- 401) has shown that the VMD is an essential technique for the successful development of fingerprints on the Canadian polymer banknotes. 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that they can provide a VMD system capable of meeting the RCMP operational requirements including available equipment service within North America. The VMD system must have a modem link for remote fault diagnosis. 4.
