Trade Agreement: NONE Tendering Procedures: All interested suppliers may submit a bid Attachment: None Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: Logistics Support Services W0103-146633/A One method of supply used by Public Works and Government Services Canada (PWGSC) to satisfy the requirements of departments and agencies is to have suppliers submit a standing offer to provide goods, services or both during a specified period. Specific departments and agencies are then authorized by PWGSC to make call-ups against the standing offer detailing the exact quantities of goods or level of services they wish to order at a particular time, during the effective period of the standing offer in accordance with the predetermined conditions. A Request For Standing Offers (RFSO) is an invitation to suppliers to provide PWGSC with a standing offer. The quantity of goods, level of services and estimated expenditure specified in the RFSO are only an approximation of requirements given in good faith. A RFSO does not commit PWGSC to authorize the utilization of a standing offer or to procure or contract for any goods, services or both. A standing offer is not a contract. The issuance by PWGSC of a Standing Offer and Call-up Authority to successful suppliers and to departments and agencies authorized to make call-ups does not constitute an agreement by Canada to order any or all of the goods, services or both offered. Departments and agencies may make one or several call-ups against a standing offer. On behalf of the Department of National Defence, this RFSO has been issued for the provision of logistics support services and other services and goods, including fuel, on an "if and when requested" basis, to support naval vessels assigned to the Royal Canadian Navy, any support staff, or other Canadian Forces elements deployed within the following geographical zones: - Zone 1: United States West Coast; - Zone 2: Mexican, Central and South American West Coast; - Zone 3: South Pacific Coast; - Zone 4: Japanese, South Korean and Chinese Coasts; and - Zone 5: South West Pacific Coasts. Goods and services may be requested in various ports throughout the specified geographical areas. The Period of the Standing Offer(s) will be from January 1, 2015 (or the date of Standing Offer, if later) to December 31, 2015. In the event that Canada requires an extension of the Period of the Standing Offer(s), the Standing Offer(s) will include a provision for Canada to authorize its use beyond the initial period for up to two additional twelve-month periods. Offerors may submit offers for one Zone, a group of Zones, or all Zones. An Offeror submitting offers for multiple Zones must submit separate offer packages for each Zone. Each Zone will be evaluated separately. Up to five Regional Individual Standing Offers (one per Zone) may be established as a result of this solicitation. It is the responsibility of the Offeror to ensure that all addenda issued prior to solicitation closing have been obtained and addressed in the submitted offer. Offerors intending to submit offers should obtain solicitation documents from the Government Electronic Tendering System (GETS) at https://buyandsell.gc.ca/procurement-data/tenders. Addenda, when issued, will be available on GETS. Offerors basing their submissions on solicitation documents obtained from other sources do so at their own risk.
