ADVANCE CONTRACT AWARD NOTICE (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. DEFINITION OF THE REQUIREMENT Fleet Maintenance Facility Cape Breton's (FMF CB) Engraving Shop at the Department of National Defence (DND), Victoria BC Canada requires a laser engraving system to carry out their core work in support of the Canadian Navy. The system will be replacing an existing 80W CO2 Laser Engraver that is near the end of its life cycle. DND requires the replacement unit that combines a 120W CO2 Laser and a 50W Fibre Laser that will support the engraving of a large array of mixed stock material up to 48 in x 24 in size using both laser sources in a single cycle, and result in increased processing capabilities and productivity for DND due to the elimination of the need for changing laser tubes, the lenses, or the focus manually. The system must be supplied with laser design and engraving software. A large variety of lenses are required to support the engraving quality for materials with different heights. The system must also be supplied with an exhaust system, and key components such as lens, mirrors or electronics must be effectively protected from dust to reduce system down time and maintenance costs. Finally, the unit must come with (interchangeable) working tables to support the engraving of various types of materials. Because of limited space in the shop there is no room for two individual machines, a combined CO2 and fibre-optic laser engraver is required. The 120W CO2 laser is required to support engraving of the following materials: - Acrylic - Glass - Films - Foam - Foils - Leather - Paper - Plastics - Rubber - Stone - Textiles - Wood The 50W Fibre Laser will be used to engrave the following materials: - Aluminium - Bronze - Chrome - Coated Metals - Copper - Gold - Plastics - Polycarbonate - Stainless steel - Steel - Titanium - Tool Steel The only system identified as currently meeting DND's operational requirements as detailed herein is Model Speedy 400 flexx from Trotec Laser Canada. 3. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES (MINIMUM ESSENTIAL REQUIREMENTS) Any interested supplier must demonstrate by way of a statement of capabilities that its laser engraver system meets all of the following minimum mandatory requirements: A) CO2 laser a. Must be sealed-off to remain free from dust and contaminants b. Must be air-cooled c. Minimum power rating of 120W, adjustable from 0 to 100% d. Minimum processing speed of 135 in/sec (342 cm/sec) B) Pulsed Fibre Laser a. Must be air-cooled b. Minimum power rating of 50W, adjustable from 0 to 100% c. Minimum processing speed of 71 in/sec (180 cm/sec) C) System must be supplied with the following interchangeable working tables: a. One (1) vacuum table for engraving thin and light materials b. One (1) anodized aluminium grid table for engraving small materials c. One (1) table with removable aluminium lamellas for reflection-free engraving when engraving clear materials d. One ferromagnetic table for holding down materials using magnets D) Front access required E) Loading area without pass-through must accommodate materials with the following minimum dimensions of a. Width: 26 in (660 mm) b. Length: 42 in (1070 mm) c. Height without interchangeable table: 12 in (300 mm) d. Height with interchangeable table: 10 in (250 mm) F) Loading area with pass-through: System must have opening that allows material with an oversized length to be passed through. Pass-through opening must accommodate material with minimum cross-section dimensions of a. Width: 31.5 in (800 mm) b. Height: 5.0 in (125 mm) G) System must be capable of the following: a. Addressable accuracy 5 micro meters b. Repeatability +/- 15 micro meters H) Control System Software: a. Must include drafting tool for creating engraving pattern b. Must support common drawing files PDF, JPEG, TIFF, BMP, DXF, HPGL, AI, and CUT c. Must include set up cutting parameters (speed, laser power, and laser autofocus) based on material parameters d. Must compile engraving pattern into a tool path that can be used by the engraving unit e. Must compensate for offset, rotation, linear and non-linear distortion f. Must include Automatic On/Off exhaust control g. Must be compatible with Windows 7 h. If system supplied includes an operator computer control system, must be installed with Windows 7 operating system I) System must supplied with the following lens sizes with appropriate focusing tool: a. 1.5 in b. 2.0 in c. 2.5 in d. 2.85 in e. 3.2 in f. 4.0 in g. 5.0 in J) Unit must support use of compressed air to prevent dust from adhering to the laser lenses during operation. K) Unit must include rotary attachments to engrave curved surfaces of a. Max diameter of 7 in (17.78 cm) b. Max. length of 37.8 in (96 cm) c. Max. weight of 22 lbs (10 kg) L) Unit must have a red dot pointer to indicate where the laser beam will contact the work piece M) Fume Extractor and filter system: Unit must be fitted with a fume extractor (internal or external) including a. Minimum air flow of 350 CFM b. Pre-Filter and HEPA filter. Pre-Filter must be upstream from the HEPA filter c. Chemical filter to remove odour from exhaust d. Fume exhaust through rear of unit e. Automatic On/Off control during engraving operation N) Electrical a. Laser engraver system must be able to connect to a 220 V, 60 Hz, 1 phase power source, full load must not exceed 20 Amps. b. Fume extractor system must be able to connect to a 220 V, 60 Hz, 1 phase power source, full load must not exceed 15 Amps. c. System must be certified or approved for use in accordance with the Canadian Electrical Code, Part 1, before delivery, by a certification organization accredited by the Standards Council of Canada (CSA, ULc). O) Safety features: a. Unit must have automatic overheating shutoff b. Unit must be supplied with a lid with interlock system during operation P) Dimensions a. Maximum footprint of laser engraver: 42"L x 56"W x 46"H (1.1mL x 1.4mW x 1.2mH) b. Maximum footprint of fume extractor unit: 26"L x 18"W x 64"H (0.7mL x 0.5mW x 1.6mL) Q) Weight of entire system (include all options) must not exceed 1320 lbs (600 kg) R) Supplier must be able to provide all operating and service manuals in English for system as delivered. S) Supplier must provide minimum of 1 day on operating and maintenance training at DND Victoria BC Canada following placement and utility hook up by DND. 4. APPLICABILITY OF THE TRADE AGREEMENT(S) TO THE PROCUREMENT This procurement is subject to the following trade agreements: - Agreement on Internal Trade (AIT) - North American Free Trade Agreement (NAFTA) 5. JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER Trotec Laser Canada is the only known supplier that can offer an engraving system combining a 120W CO2 Laser and 50W Fibre Laser that can meet the minimum essential requirements detailed under section 3. 6. GOVERNMENT CONTRACT REGULATIONS EXCEPTION(S) The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) "only one person is capable of performing the contract" 7. EXCLUSIONS AND/OR LIMITED TENDERING REASONS The following exclusion(s) and/or limited tendering reasons are invoked under the: Agreement on Internal Trade (AIT) - Article 506.12(b) "where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists"; North American Free Trade Agreement (NAFTA) - Article 1016.2(b) "where for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists". 8. PERIOD OF THE PROPOSED CONTRACT OR DELIVERY DATE All deliverables must be received at Destination in Victoria (British Columbia) Canada V9A 7N2 on or before March 31, 2015 (MANDATORY). 9. COST ESTIMATE OF THE PROPOSED CONTRACT The estimated value of the contract is CAD $120,000.00 (Applicable Taxes included). 10.
