Trade Agreement: NONE Tendering Procedures: The bidder must supply Canadian goods and/or services Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: Indigenous Services Canada, First Nations and Inuit Health Branch (FNIHB), Saskatchewan Region requires non-medevac air charter transportation services on an "as and when requested" basis to transport approved Non-Insured Health Benefit (NIHB) clients and, if applicable, escorts, and authorized physicians to/from locations in Northern Saskatchewan. All clients and, if applicable, escorts and authorized medical personnel will be required to receive prior approval for travel by Indigenous Services Canada. This bid solicitation is to establish a contract with task authorizations (TA). The period of the contract will be from 1 October 2018 to 30 September 2020, with Canada retaining the irrevocable option to extend the term of the Contract by up to three (3) additional one-year option periods. The requirement is exempt from the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA) based on 'V' GSIN for transportation services. The requirement is limited to Canadian goods and/or services. An optional bidders' conference will be held via WebEx online meeting on May 14, 2018. The conference will begin at 11:00am CDT. Refer to the Part 2. Bidder Instructions, article 2.7 for more information. The Federal Contractors Program (FCP) for employment equity applies to this procurement; refer to Part 5 - Certifications and Additional Information, Part 6 - Resulting Contract Clauses and the annex titled Federal Contractors Program for Employment Equity - Certification. The Phased Bid Compliance Process applies to this requirement. This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation for bid submission. Bidders must refer to Part 2 of the bid solicitation entitled Instructions to bidders for further information. IMPORTANT: This tender is part of Public Services and Procurement Canada’s pilot to submit bid submission files electronically using epost Connect.
