If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. Definition of the requirement Environment and Climate Change Canada has a requirement for the supply of 120 Geo Mini GPS Tracking Devices for delivery by May 15, 2022. The nanoFix-GEO-mini GPS tag is the world’s smallest and lightest weight GPS tag and has been used to successfully track many hundreds of storm petrels around the world since 2016. This highly innovative tag provides the optimal design of the minimum possible weight in a packaging that is sufficiently robust to withstand the environmental and behavioural characteristics of this species. The key tag specifications are as follows. · Tag weight =0.95g without front attachment tube, <1.0g with small front attachment tube. · Tag dimensions of 19x11x4mm plus~50mm external whip antenna · Tag has GPS capacity of ~160 location attempts between recharges · Tag is configured to minimize power wasted when bird is in the burrow · All tags are immersion tested during production in saltwater and to be tested at 0C and 30C during production The current project requires short-term high precision tracking of a small (i.e., 35-45 g) burrow-nesting seabird, the Leach’s Storm-Petrel, to examine foraging range and habitat use in waters of the NW Atlantic and Bay of Fundy. Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements: • The bidder must meet the delivery date of 15 May 2022. • The bidder must show that the company’s manufactured 1 g, > 120 location attempts, battery-only GPS tags have been previously successfully deployed on Leach’s Storm-Petrels Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreement(s) - Canadian Free Trade Agreement (CFTA) Justification for the Pre-Identified Supplier Pathtrack Ltd. is the only know organization capable of successfully providing this product. They are the only known supplier of the small size, < 3% bird body mass, device required for this work. Government Contracts Regulations Exception(s) The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work"). Exclusions and/or Limited Tendering Reasons The following exclusion(s) and/or limited tendering reasons are invoked under the Canadian Free Trade Agreement (CFTA) - Article 513 Limited Tendering b) if the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for any of the following reasons: (iii) due to an absence of competition for technical reasons; Period of the proposed contract or delivery date: The product must be delivered by May 15, 2022. Cost estimate of the proposed contract: The estimated value of the contract is $74,445.00 HST extra. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. Closing date for a submission of a statement of capabilities The closing date and time for accepting statements of capabilities is: February 23, 2022 at 2:00 p.m. NST. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
