Contract Duration: The PSHCP ASO Contract Period will be defined following further internal and industry consultations. It is anticipated that Canada will issue a single contract for a period of eight years, with options to extend by one additional option period of two years plus two additional option periods of one year each, for a total of 12 consecutive years. Solicitation Method: Request for Information # 1 (RFI#1) Applicable Trade Agreements: Canadian Free Trade Agreement Comprehensive Land Claims Agreement Applies: No Number of Contracts: N/A NATURE OF THIS REQUEST FOR INFORMATION This is not a bid solicitation. This Request for Information #1 (RFI#1) will not result in the award of any contract. Potential suppliers of any goods or services described in this RFI#1 should not reserve stock or facilities, nor allocate resources, as a result of any information contained in this RFI#1. This RFI#1 will not result in the creation of any source list. Therefore, whether or not a potential supplier responds to this RFI#1 will not preclude that supplier from participating in any future procurements. Also, the procurement of any goods and services described in this RFI#1 will not necessarily follow this RFI#1. This RFI#1 is simply intended to solicit feedback from industry with respect to the subject matter described in this RFI#1. REQUIREMENT DETAILS SUBJECT - On behalf of its client the Treasury Board of Canada Secretariat (TBS), Public Works and Government Services Canada (PWGSC) has a requirement for a third party contractor to provide administrative services only (ASO) claims processing and other related services for the Public Service Health Care Plan (PSHCP) as further described in this RFI#1. RFI#1 PURPOSE - The purpose of this RFI#1 is to: a) inform industry of TBS’s requirement for PSHCP ASO services; b) seek feedback on industry best practices relating to claims processing administrative services; c) provide industry with an opportunity to assess and comment on the adequacy and clarity of the PSHCP ASO requirement as currently articulated; d) provide industry an opportunity to offer suggestions regarding potential alternative solutions that would meet the PSHCP ASO requirement; e) provide industry with an opportunity to comment on whether the PSHCP ASO requirement and specifications can be delivered at a reasonable cost and, if not, make suggestions for improvements; f) share Canada’s proposed procurement approach; g) invite industry to provide feedback, concerns and/or recommendations on the contemplated inclusion of a Green requirement and an Aboriginal Participation Component; and h) invite industry to provide feedback, concerns and/or recommendations to Canada prior to finalizing the procurement approach and the Request for Proposals (RFP). POTENTIAL REQUIREMENT - The PSHCP is an optional private health care plan sponsored by the Government of Canada for the benefit of its employees, pensioners, and their eligible dependents (see membership information below). The PSHCP is operated on a self-insured basis. The contemplated contractor will be responsible for the adjudication and payment of eligible claims in accordance with the PSHCP Plan Directive, Communiqués, and Bulletins and for providing services as specified in any resulting contract. "The terms and conditions governing the benefits of the PSHCP are set out in the PSHCP Plan Directive and the Summary Of PSHCP Plan Changes Not Included In The Plan Directive. The current PSHCP Plan Directive (dated April 1, 2006) is available from the National Joint Council Web site at: http://www.njc-cnm.gc.ca/directive/d9/v9/en. The Summary Of PSHCP Plan Changes Not Included In The Plan Directive is located in the RFI#1 document under Appendix 2 to ANNEX A of the Statement of Work. PSHCP GENERAL INFORMATION - The PSHCP provides supplementary health care protection, including emergency benefits while traveling and emergency travel assistance services, as well as hospital benefits (I, II and III levels) for members and their eligible dependents who are covered under a provincial/territorial health insurance plan. The PSHCP provides reimbursement for a range of health-related goods and services that are not provided through private insurance plans, provincial or territorial insured health coverage or other publicly funded programs. It is the largest employer-sponsored health care plan in Canada. As ofDecember 31, 2017, the PSHCP had over 670,000 members (of which over 324,000 are retired members) and covers approximately 1.5 million Canadians with a total annual expenditures of approximately $1.22B. It is the largest employer-sponsored health care plan in Canada. Membership in the PSHCP includes employees, the dependents of members of the Canadian Forces and the Royal Canadian Mounted Police, Members of Parliament, Senators, the Governor General, Lieutenant Governors, Federal Judges, employees of a number of designated separate employers. Membership is available to pensioners receiving pensions under a number of federal pension statutes,including the Public Service Superannuation Act (PSSA), the Canadian Forces Superannuation Act (CFSA), the Defence Services Pension Continuation Act (DSPCA), the RCMP Superannuation Act (RCMPSA), the RCMP Pension Continuation Act (RCMPPCA), the Judges Act (JA), the Members of Parliament Retiring Allowances Act (MPRAA), the Governor General's Act (GGA), the Diplomatic Service (Special) Superannuation Act (DS(S)SA), the Lieutenant Governors Superannuation Act (LGSA) and the Special Retirement Arrangements Act (SRAA). Membership is also offered to a number of Canadian Forces Veterans or their survivors who would not otherwise be eligible for PSHCP coverage. The PSHCP offers services in both official languages. Respondents are requested to provide RFI#1 responses to either or both of the Contracting Authorities identified below in accordance with the instructions set out in RFI#1. The PSHCP ASO work is currently being performed by Sun Life Assurance Company of Canada. Contemplated Industry Engagement Approach: RFI#1 Industry One-on-One Post Submission Review Meetings - As part of this RFI#1 process, Canada contemplates holding industry one-on-one Post Submission Review Meetings at a location to be determined in the National Capital Region. The one-on-one Post Submission Review Meetings will provide RFI#1 respondents an opportunity to meet with Canada’s procurement team on an individual one-on-one basis to clarify their respective written responses. Industry one-on-one Post Submission Review Meetings will be optional and held at the request of each respondent. Following the RFI#1 process, Canada contemplates publishing a second Request for Information (RFI#2) which will include a near complete draft RFP. Canada does not contemplate holding one-on-one meetings with industry as part of the RFI#2 process. Please see the RFI#1 document for additional details. Response Costs: Canada will not reimburse any organization for expenses incurred in responding to this RFI #1 including, but not limited to, expenses incurred for participating in industry one-on-one Post Submission Review Meetings. Security Requirement: There are no security requirements associated with this RFI#1. Canada contemplates that security requirements will be indicated in any final Request for Proposal (please see the attached RFI#1 for details).
