MT benefits assist clients to access necessary medical health services that cannot be obtained on reserve or in their community of residence. MT benefits are needs driven and funded in accordance with the policies set out in the NIHB Medical Transportation Policy Framework. The MT benefit is operationally managed through seven Health Canada regional offices. Administration of the MT benefit is currently supported by multiple business systems. These systems include: Medical Transportation Records System (MTRS) - used by five regions; Ontario Medical Transportation System (OMTS) - used in Ontario region; Medical Transportation System (MTS) - used in Alberta region; and, Region-specific applications used for processing requests for ambulance services. In 2012/13, these systems managed approximately $238M in expenditures of the medical transportation benefit. These systems also processed approximately 300,000 transactions. The current mix of systems does not adequately meet Health Canada's business requirements. Therefore Health Canada intends to replace all those systems with a single national solution. Health Canada is seeking a modern package that will deliver significant operational efficiencies and the flexibility to support a dynamic and evolving business environment. Ideally, the new solution would be one integrated, commercially available software package. However, Health Canada would also consider a combination of separate software packages that have been proven to work well together. Health Canada is releasing this Request for Information (RFI) in order to gain a better understanding of the commercially available Medical Transportation System that may meet their needs. The information gathered through this RFI process will be used to determine an appropriate approach to move forward, potentially with a competitive procurement process, to acquire and implement a new system. Purpose of this RFI The high level goal of this project is to acquire a single, national solution to replace the existing mix of Medical Transportation (MT) systems that will meet the service delivery needs of Health Canada regional offices, as well as meet the reporting and analytical needs of national headquarters.
