    NATURE OF PROPOSED PROCUREMENT
    
    Canada has an initial requirement for a "commercially available"
    Data Propagation Software Solution for the Canada Border
    Services Agency (CBSA). 
    The Licensed software will be used to facilitate the propagation
    of data between multiple data stores in support of the CBSA
    eManifest STAR initiative. CBSA is responsible for providing
    integrated border services that support national security and
    public safety priorities and facilitate the free flow of persons
    and goods, including animals and plants that meet all
    requirements under the program legislation. The eManifest
    project will modernize and enhance how CBSA processes and
    screens commercial goods coming into Canada and reduce manual
    paper processes for all trade chain partners. Upon
    implementation of the eManifest project, businesses will be
    required to forward electronic data to CBSA prior to the arrival
    of their goods at the border.  In this way, CBSA will have the
    right information at the right time from carriers, freight
    forwarders and importers in all modes of transportation.
    
    The deliverables must include a Data Propagation Software
    License for 14350 MIPS (Subscription capacity License) including
    unlimited usage with 1 year warranty, maintenance and support
    services, on-site support services, Training, Professional
    services and 7 one-year irrevocable options allowing Canada to
    extend the term of the contract. All parts of the Software to
    deliver the data must operate at all times in accordance with
    the Statement of Requirement in the Client's operational
    environment described in the bid solicitation and subsequent
    contract.
    
    This bid solicitation process may result in the award of a
    contract for one 1 year plus 7 one-year irrevocable options
    allowing Canada to extend the term of the contract.
    The requirement is subject to the provisions of the World Trade
    Organization (WTO-AGP). the North American Free Trade Agreement
    (NAFTA), the Canada-Chile Free Trade Agreement (CCFTA), and the
    Agreement on Internal Trade (AIT).
