    1.  Nature of Requirement
    1-2.1 The Statement of work is as follows:
    To carry out the underdeck refit of two (2) Royal Canadian Mounted Police (RCMP) 7.5m Rigid Inflatable Boats (RIB) in accordance with the associated Technical Specification detailed in Annex “A”.
    To carry out Unscheduled Work authorized by the Contracting Authority.
    1-2.2 Work Period
    Work must commence and be completed as follows:
    Boat #1
     Commence: September 17, 2018;    
     Complete:   December 30, 2018.
    Boat #2
        Commence: September 17, 2018
     Complete: January 31, 2019
    1-2.3 Sourcing Strategy
    The sourcing strategy related to this procurement will be limited to suppliers in the Area of Origin of the vessel (Western Canada), in accordance with the PWGSC Supply Manual Article 3.170.10(b).  This procurement is subject to CFTA and is exempt from NAFTA [see Chapter 10, Annex 1001.2b, paragraph 1 (a)] and from the WTO-AGP (see Annex 4).  
    1-2.4 epost Connect
    This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically.  Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information.
    1-2.5 Debriefings
     Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person. 
    
    1-2.6 Bidders' Conference
    A bidders' conference will be held at RCMP, 4412 Boban Dr, Nanaimo, BC, on August 29 2018. The conference will begin at 10:00 hrs. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative. 
    
    Bidders must communicate with the Contracting Authority before Monday 27th August 2018 by 1300 hours, to confirm attendance.  Bidders should provide, in writing, to the Contracting Authority, the names of the person(s) who will be attending, and a list of issues they wish to table before the scheduled conference. 
    
    Any clarifications or changes to the bid solicitation resulting from the bidders' conference will be included as an amendment to the bid solicitation.  Bidders who do not attend will not be precluded from submitting a bid.
    
    
    
    1-2.7 Site Visit - Vessel 
    It is recommended that the Bidder or a representative of the Bidder visit the work site. The site visit will begin immediately after bid conference.
    
    Bidders must communicate with the Contracting Authority no later than Monday 27th August 2018 by 1300 hours, before the scheduled visit to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
