Telephone No. - (250) 217-7138 ( ) Fax No. - ( ) - ( ) Line 1, Vessel Painting The Statement of Work is as follows: a. The RCMP currently owns and utilizes various configurations of marine enforcement vessels including the aluminum RIB Titan 280 and 290 models. The requirement is for the three vessels to have complete paint services performed that include new antifouling applied to hull bottom with main coat applied to cabin super structure, and working decks. Vessel to have all items attached via fasteners of dissimilar metal removed. A full sand blast clean, prep and main coat paint will follow as per standards as set forth in section 4 of Annex A. Contractor to perform all work from their facility. The Work must be conducted in accordance with the associated Technical Specifications detailed in the Statement of Work as attached at Annex A. For specifications, drawings, test sheets, annexes and appendices, bidders must contact the Contracting Authority identified in Article 7.5.1. b. The Contractor must carry out any approved unscheduled work not covered in paragraph a. above. Work Period Work must be completed as follows: Complete: 31 March, 2021. By submitting a bid, the Bidder certifies that it has sufficient material and human resources allocated or available and that the above work period is adequate to both complete the known work and absorb a reasonable amount of unscheduled work. Work Location Vendor’s premises Optional Bidders' Conference A bidders' conference will be held via teleconference on 17 December, 2020. The conference will begin at 10:00AM PST. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative. Bidders are requested to communicate with the Contracting Authority before the conference to confirm attendance. Bidders should provide, in writing, to the Contracting Authority, the name(s) of the person(s) who will be attending and a list of issues they wish to table no later than 15 December, 2020 at 2:00PM PST. Any clarifications or changes to the bid solicitation resulting from the bidders' conference will be included as an amendment to the bid solicitation. Bidders who do not attend will not be precluded from submitting a bid. Optional Site Visit It is recommended that the Bidder or a representative of the Bidder visit the work site. Given current concerns regarding COVID-19 and to ensure social distancing, Bidders who request attendance at an in-person viewing will have the option to visit one bidder at a time. Arrangements have been made for scheduled, one-hour site visits to occur between 9:00AM and 4:00PM on 18 December, 2020 at 555 Crescent Rd, Surrey, BC V4A 2V4. Scheduled blocks will be assigned on a first come, first serve basis. No more than 2 representatives of a Bidder, including their planned subcontractor representatives, may attend any given scheduled viewing. Social distancing practices must be followed while viewing the vessel in accordance with provincial and federal regulation and protocols, and as further instructed by the attending RCMP representative leading the viewing. Bidders are requested to communicate with the Contracting Authority no later than 15 December, 2020 at 2:00PM PST to confirm attendance and provide the name(s) of the person(s) who will attend. The bidder will then be assigned a vessel viewing time block, advised of the personal protective equipment requirements and the logistics related to their vessel viewing visit. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation. IMPORTANT NOTICE TO SUPPLIERS RE. Debriefings Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days of receipt of the results of the bid solicitation process.
