RADAR PROCESSOR

This bid solicitation cancels and supersedes previous bid solicitation number F1701-180008/A dated 2018-07-30 with a closing of 2018-08-22 at 2:00 PM PST.

REQUIREMENT: 

The Canadian Coast Guard - Western Region has a requirement for a Commercially Available off the Shelf (COTS) ice and oil radar detection processor. As a navigational aid, the combination processor is required for the vessel’s crew to:

(a) perform ice analysis,
(b) assist with the safe navigation of arctic waters, and
(c) detect and plan an appropriate response to an oil spill incident.

The combination ice/oil radar processor must provide a more detailed radar image, compared to a standard radar image, so that it supplements the crew’s expertise in environmental response and navigating arctic waters. The improved spatial awareness will help strengthen the crew’s navigation decisions and provide the opportunity to identify safer transit options.

There is no requirement for the ice/oil radar processor to automatically identify structures, analyze multilayer ice, etc.  

TERM OF CONTRACT: All the deliverables must be received on or before December 31, 2018.

TRADE AGREEMENTS: The requirement is subject to the provisions of the North American Free Trade Agreement (NAFTA) and the Canadian Free Trade Agreement (CFTA).

EPOST CONNECT SERVICE: This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically. Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information.

DEBRIEFINGS: Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
