    Solicitation Against Supply Arrangement for Independent Review
    Services (IRS) for Human Resources and Skills Development Canada
    
    This requirement is open only to those Independent Reviewer
    Services Supply Arrangement (IRS SA) Holders who are qualified
    in the specific categories required. The RFP is issued against
    the (IRS) Supply Arrangements (SA) PWGSC file number
    24062-080452/A.  All terms and conditions of the SA apply &
    shall be incorporated into any resulting contract.
    
    Human Resources and Skills Development Canada (HRSDC) has a
    requirement for Independent Review Services (IRS) to provide an
    independent review of the management of the Enterprise Resource
    Planning - Chief Financial Office Branch (ERP-CFOB) and the
    Enterprise Resource Planning - Human Resources (ERP-HR) projects
    within the Enabling Services Renewal Program (ESRP).  These
    resources will be expected, in accordance with Treasury Board of
    Canada Secretariat (TBS) policies and good project management
    practices, to provide a level of assurance that these two
    projects are well conceived, structured appropriately, and being
    managed in such a way that the project deliverables and outcomes
    will be met within the defined constraints of the two projects
    (time, budget and scope).  
    
    HRSDC is looking to procure the following:
    (1) One Team Leader;
    (2) One Team Member - IT; and
    (3) One Team Member - Business.
    
    This solicitation may result in the awarding of multiple
    contracts to the winning bidders.  The proposed Contract Period
    is from May 30, 2012 through July 31, 2012.  
    
    This solicitation will not be made available through MERX and
    all eligible bidders have be sent this invitation via e-mail.
    
    The following firms are not eligible to bid due to a conflict of
    interest:
    (1) Contract Community; and
    (2) NexProject.
    
    The Crown retains the right to negotiate with suppliers on any
    procurement.
