The services will be provided on an "as and when requested basis" and will be authorized through a Task Authorization form issued by the Project Authority. REQUIREMENT #1 - Foreign Language Training and curriculum Development services : This language training requirement has three goals: 1. To provide foreign language training to students at DND; 2. to provide services related to development of curricula and teaching materials in accordance with CF needs; and 3. to develop achievement tests, performance checks and, if required, administer oral proficiency interviews. REQUIREMENT # 2 - Advanced English Language and Teacher Training services: This Advanced English Language and Teacher Training requirement must provide Advanced English as a foreign language and teacher training to Partners for Peace (PfP) and allied countries through international DND programs. Training must be delivered in Contractor provided facilities located in the following locations, which are considered to be part of the downtown area of Ottawa, Ontario, Canada: 1. Between Wellington Street and MacLaren Street and between Elgin Street and Bronson Street; and 2. between Sussex Drive /Colonel By and King Edward and Laurier Avenue. The Contractor must provide laptop computers with wireless Internet connection to each course participant. BACKGROUND REQUIREMENT #1: The Canadian Forces (CF) provides foreign language training and education to its military members including their spouses (herein after "students"), according to the needs set for various missions and operational requirements. On rare occasions and on a very limited basis only, civilian employees from the Department of National Defence (DND) may also participate in the CF Foreign Language Training and Education Program (CFFLTEP). This training is given either full or part time, in classrooms generally supplied by the Canadian Forces Language School (CFLS) and/or the Contractor's premises, as the case may be, located in the Canadians Provinces and Territories. In general, the number of students will vary from 1 to a maximum of 8 per group, according to demand or language difficulty, as expressed by the Project Authority on the Task Authorization. For special operations such as support to peacekeeping missions (survival level for a large military group needing training in a short period of time), a group may include up to 30 students. REQUIREMENT # 2: Within its Military Training and Cooperation Program (MTCP), the Department of National Defence (DND) provides the Language Teacher Training Course (LTTC) for Foreign Nationals, as part of Canada's contribution to NATO and Partners for Peace. The aim of the LTTC is to train MTCP Students to teach English to their own Students using various approaches, in order to facilitate interoperability with other allied nations and to familiarize them with the Canadian Forces and Canadian culture. (MTCP Students are defined in article 3 of this Annex.) PERIOD OF RESULTING CONTRACT The period for which the services will be offered will be from Contract award to July 24 2014 inclusive with the irrevocable option to extend the term of the Contract by up to three (3) additional one (1) year period(s) under the same conditions. SECURITY REQUIREMENT This requirement contains a security requirement. For additional information, see Part 6, Security Requirements for PWGSC Bid Solicitations - Instructions for Bidders. EVALUATION PROCEDURES: (a) Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical evaluation criteria. (b) An evaluation team composed of representatives of Canada will evaluate the bids. (c) Point-rated evaluation criteria not addressed will be given a score of zero. (d) There are several phases in the evaluation methodology including essentially the Bid verification phase, the Confirmation of Compliance to Mandatory Technical Criteria (MT), the Evaluation of Point-Rated Technical Criteria (RT) and the Evaluation of Financial Bid. Clarifications may be sent to Bidders at any time during the evaluation process. Notwithstanding that the evaluation methodology will be conducted in phases, the fact that Canada has proceeded to a later phase will not be deemed to mean that Canada has conclusively determined that the Bidder has successfully passed all of the previous phases. MANDATORY TECHNICAL CRITERIA (MT) MT1 Bidder's Experience in Foreign Language Teaching The Bidder must demonstrate that it has provided foreign language training1 to adults for a period of at least thirty-six (36) months since January 2005 in at least 6 different commonly taught foreign languages and 2 different less commonly taught languages per 12 consecutive months listed in Table 1 and Table 2 of Annex A1 of the Statement of Work. The foreign language training services projects or work assignments must have been valued at a minimum of $750,000.00 per 12 consecutive months, all foreign languages services projects and work assignments combined: 1For the purposes of evaluating this criterion, the duration of each Foreign Language taught is, no less than 150 hours of teaching. MT2 Project Manager Proposed by the Bidder The Bidder must provide the name of one (1) Project Manager in accordance with clause 20 of Annex A1 - Statement of Work. The Project Manager must have, as a minimum, a College degree from a recognized Canadian school or, if the degree has been conferred by a foreign institution, an equivalent diploma, as established by a recognized Canadian credentials assessment service. A list of recognized organizations is available on the Canadian Information Centre for International Credentials' Web site at http://cicic.ca/indexe.stm., AND have at least two (2) years of experience1, since January 2005 of management experience in foreign language training. OR The Project Manager must have at least four (4) years of experience1 of management experience in foreign language training since January 2005. AND Be capable of providing services in both Official Languages of Canada. 1 One year's experience refers to a minimum of 900 hours of experience in managing a minimum of 6 different foreign languages from Tables 1 and 2 of Annex A-1 - Statement of Work, not exceeding a 12-month consecutive period. MT3 Pedagogical Supervisors Proposed by the Bidder The Bidder must provide the name of at least, two (2) Pedagogical Supervisors in accordance with clause 10.1 of Annex A1 - Statement of Work. The Pedagogical Supervisors must have, as a minimum, a bachelor's degree from a recognized university with specialization in education with 600 hours of experience in teaching a foreign language to Anglophone and/or Francophone and/or Allophone adult students; OR have a Bachelor of Arts degree from a recognized university in a discipline such as languages, translation, literature, history, sociology, journalism, political science, social science, theology, psychology, communication, anthropology, philosophy, law or human geography with 900 hours of experience in teaching a foreign language to Anglophone and/or Francophone and/or Allophone adult students; in cases where studies were completed in an institution outside Canada, only an equivalency certificate from an accredited institution recognizing the credentials as Canadian equivalences will be accepted. These institutions include the credential assessment services of the federal or provincial governments and the International Credential Assessment Service of Canada, as well as others recognized as credential assessment services for comparing degrees and diplomas to Canadian standards and identified on the Canadian Information Centre for International Credentials Web site: Http://www.cicic.ca/413/assessment-of-credentials-for-employment- in-canada.canada AND be fully proficient in the operation of computers; AND have at least two years of experience1 in managing a team of pedagogical personnel and in associated administration since January 2005 as described in 10.2 of the Annex A-1 - Statement of Work; AND be proficient in either Official Language of Canada 1One year's experience refers to a minimum of 900 hours of experience in managing pedagogical personnel, not exceeding a 12-month consecutive period. MT4 Standards Supervisor Proposed by the Bidder The Bidder must provide the name of one (1) Standards Supervisor in accordance with clause 12.1 of Annex A1 - Statement of Work. The Standards Supervisor must have, as a minimum a bachelor's degree from a recognized university with specialization in education and with 600 hours of experience in teaching a foreign language to Anglophone and/or Francophone and/or Allophone adult students; OR have a Bachelor of Arts degree from a recognized university in a discipline such as languages, translation, literature, history, sociology, journalism, political science, social science, theology, psychology, communication, anthropology, philosophy, law or human geography with 900 hours of experience in teaching a foreign language to Anglophone and/or Francophone and/or Allophone adult students; in cases where studies were completed in an institution outside Canada, only an equivalency certificate from an accredited institution recognizing the credentials as Canadian equivalences will be accepted. These institutions include the credential assessment services of the federal or provincial governments and the International Credential Assessment Service of Canada, as well as others recognized as credential assessment services for comparing degrees and diplomas to Canadian standards and identified on the Canadian Information Centre for International Credentials Web site: http://www.cicic.ca/413/assessment-of-credentials-for-employment- in-canada.canada AND be proficient in either Official Language of Canada; AND be fully proficient in the operation of computers. AND have at least two years of experience1 since 2005 in coordinating and supervising projects and personnel; AND have at least two years of experience1 since 2005 in : curriculum development; and/or test development; and/ or administering second and / or foreign language testing. 1One year's experience refers to a minimum of 900 hours of experience required, not exceeding a 12-month consecutive period. MT5 MTCP Pedagogical Supervisor Proposed by the Bidder The Bidder must provide the name of one (1) MTCP Pedagogical Supervisor in accordance with clause 10.1 of Annex A2 - Statement of Work. The MTCP Pedagogical Supervisor must have, as a minimum, have a bachelor's degree from a recognized university with specialization in education with 600 hours of experience in teaching English to Anglophone and/or Francophone and/or Allophone adult students; OR have a Bachelor of Arts degree from a recognized university in a discipline such as languages, translation, literature, history, sociology, journalism, political science, social science, theology, psychology, communication, anthropology, philosophy, law or human geography with 900 hours of experience in teaching English to Anglophone and/or Francophone and/or Allophone adult students; in cases where studies were completed in an institution outside Canada, only an equivalency certificate from an accredited institution recognizing the credentials as Canadian equivalences will be accepted. MT6 Training Facilities for MTCP Program as described in Annex A2 - Statement of Work. The Bidder must provide a training facility for the MTCP LTTC Training Services located within either of the following downtown Ottawa, Ontario, Canada areas: The facility must be: 1. between Wellington Street and MacLaren Street and between Elgin Street and Bronson Street in Ottawa, Ontario; or, 2. between Sussex Drive/Colonel By and King Edward and Laurier Avenue in Ottawa Ontario. The proposed facility must include, as a minimum, the following: a) 3 Air-conditioned and heated classrooms for up to 8 MTCP Students per class. Each classroom must include the following features: 9 desks (including one for the teacher) that can accommodate a laptop, a mouse and course material, 9 chairs, a writing board (around 1.5 m x 2 m), a TV, a DVD/VCR/CD Player, speaker, audio visual equipment including Smartboard for Powerpoint presentations, one printer and one photocopier to be shared by all classrooms; b) one air-conditioned/heated enclosed office with a desk and a chair for the Project Authority (PA) or his delegated authority; c) access to a common rest area (lounge) including a telephone and telephone line, a refrigerator, a coffee machine and a conference table with chairs; d) minimum of 1 parking spot for the PA or his delegated authority; e) access for personnel with mobility restrictions; and f) access to Public Transit. POINT RATED TECHNICAL CRITERIA (RT) Each Technical Bid that meets all the Mandatory Technical Criteria specified above will be evaluated and scored in accordance with the Point Rated Technical Criteria contained in the Bid Solicitation. FINANCIAL BID The Bidder must propose an all inclusive fixed per diem rate (in Cdn $) for each of the resource categories identified AND a Firm lot monthly rate for the training facilities for the MTCP Program as defined in the Statements of Work A1 and A2 identified in the RFP. BASIS OF SELECTION - LOWEST EVALUATED PRICE Bidders will be assessed against mandatory requirements and point-rated criteria. The responsive bid with the lowest evaluated price will be recommended for award of a contract. BASIS FOR CANADA'S OWNERSHIP OF INTELLECTUAL PROPERTY The Canadian Forces Language School (Asticou) of the Department of National Defence has determined that any intellectual property rights arising from the performance of the Work under the resulting contract will belong to Canada, on the following grounds: where the material developed or produced consists of material subject to copyright, with the exception of computer software and all documentation pertaining to that software.
