    Employment and Social Development Canada (ESDC) intends to put in place two (2) National Individual Standing Offers (NISOs) for nationwide provision of online second-language training services for Canadian English and French, including tutoring services, at levels A, B and C, in accordance with the Qualification Standards in Relation to Official Languages. 
    
    Two suppliers (one primary and one alternate) will be selected to provide online language service solutions to approximately 4,000 employees, using a training program for which they hold intellectual property or user rights, to include professional individual and group tutoring services by telephone, on line and, exceptionally, for groups, in the classroom, nationwide in Canada. The program must include infrastructure maintenance services (updates) and technical support by telephone and/or on line in both official languages.
    
    The tutoring services will include preparatory sessions for Public Services Commission of Canada (PSC) language tests, in class or by WebEx.
    
    The supplier must put a learning management system at the disposal of learners and ESDC’s project manager. 
    
    The online training program (solution) and the learning management system must be hosted on a Canadian server. Please refer to clause 16 of Part 7A of the Request for Standing Offers for more details.
    
    Requirements will be defined at quarterly intervals by means of a call-up against the Standing Offer, followed by an authorization delivered by e-mail, as and when needed (refer to Part 7A for the call-up procedure).
    
    The Standing Offer held by the alternate (second-ranked) supplier will be invoked only if the first-ranked main supplier is no longer able to offer services or if the latter’s Standing Offer is temporarily or permanently set aside.
    
    Term of Standing Offer
    
    The term during which call-ups can be placed against the SO will run for twelve (12) months as of the date of award of the SO. Canada reserves the right to extend the term of the Standing Offer by eight (8) additional periods of six (6) months each.
    
    This Standing Offer (SO) for the delivery ofthe requirements detailed inthe SO to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries within this area will have to be treated as a separate procurement, outside of the resulting Standing Offers.
