The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a Task Authorization (TA) contract for this service to GforceTec Consulting Inc., 1488 Bourcier Dr., Orleans, Ontario. DND has determined that GforceTec Consulting Inc. is the only source capable of successfully performing the work as they possess all the minimum essential requirements relating to this project as listed below. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities to the Contracting Authority during the fifteen (15) calendar day posting period. If other potential suppliers submit a statement of capabilities during the fifteen (15) calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to obtain the services. If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a TA contract will be awarded to the pre-identified supplier. 1.0 Background The Department of National Defence (DND), has an immediate requirement for a Senior Project Manager to provide expert advice in the ongoing implementation of the Air Force Information Technology Service Management (AF ITSM) project using the Axios Systems Inc's 'assyst' toolset in support of Air Force mission critical operational systems. The implementation of the chosen ITSM solution supporting all Air Force Operational Systems must be tailored to provide optimized efficiency of ongoing and future Air Force operations. The requirement is for the provision of expert advice and support in the areas of Program Planning, Business Planning, Project Management, and ITSM Technical guidance. 2.0 Requirement The Axios System's 'assyst' toolset was acquired through a competitive process in 2005 to establish an ITIL-based Service Management framework to enhance the services provided to IT as well as Radar and Communications users across all Air Force Wings and Units. The establishment of an ITIL Service Management capability represented a new way of supporting and delivering services critical to Air Force operations. It entails a significant and complex Business Transformation process that calls for the establishment of new roles and the implementation of new processes tailored to military operations. The requirement will ensure the continued enhancements of the ITSM capability while expanding the capability to all Radar and Communications systems in the Air Force classified domain as well as the forthcoming expansion of the Axios 'assyst' toolset to the 'Designated' domain. The work requires the management and expert technical guidance of all activities associated with the adaptation, configuration and integration of the existing Air Force Command and Control Information System (AFCCIS) service management processes into the 'assyst' toolset to provide support, which includes but are not limited to: developing new and/or adapting existing processes and procedures to accommodate the AF ITSM model; developing implementation plan that will describe operations of real-time reporting tools (Portal) in support of Air Force Air Operations Centers (AOCs); developing Work Breakdown Structures (WBS) and compliance charts relative to the expansion of the AF ITSM model to other Air Force Systems in the classified domain; reviewing the In-Service-Support (ISS) practices and plans associated with Internal Radar/Communication/ Aerospace systems/IM/IT and make recommendations for modifications; developing Pilot, Project Implementation Plan (PIP), Production and Roll out plans for the deployment of ITIL-compatible service management ITSM toolset; Analysing Radar/Communications/Aerospace/IM/IT systems and equipment and make recommendations as to selection of service support and delivery solutions, and their integration into the Axios 'Assyst' toolset; developing the ITSM virtual service desk model, plans, procedures best suited to support Air Force operations within the overall corporate ADM (IM) ITSM framework and limitations; developing and evaluating ITIL compatible business processes and business rules for the Air Force ITSM application; developing and deliver briefings in both official languages to the TA, Steering Committee, Senior Managers, and the ITSM Users community across the Air Force including Francophone Units; developing plans to integrate the Axios 'assyst' toolset and associated AF ITSM framework to the Air Force designated domain. 3.0 Minimum Essential Requirements · Minimum of 5 years experience, within the past 10 years, with the Axios Systems "Assyst" application, managing, configuring, and utilizing the software on a daily basis. · Minimum of 10 years experience, within the past 15 years, with DND and first hand knowledge of NORAD or NATO Operations is critical in order to deploy an efficient "Assyst" ITSM capability and will enhance operations support without jeopardizing the success of CF missions. · Minimum of 3 years experience, within the past 10 years, supporting Chief Information Officer (CIO) function. · Minimum of 5 years, within the past 10 years, of demonstrated experience performing the role of a Chief Information Officer (CIO). · Minimum of 5 years demonstrated experience, within the past 10 years, in the establishment of ITIL framework including processes, procedures, and workflows. · Fluency in both official languages (English and French) to develop and present briefings and reports to ITSM Users. 4.0 Deliverables Deliverables under this SOW shall be in the form of services provided to the Technical Authority in accordance with the scope described in article 4.0 above and of the products generated thereof. The deliverables will in general be completed reports, memoranda, letters and forms which may include, but are not limited to the following: a) Guidance Packages; b) Engineering Changes; c) Project Management Plans, Documents, and Reports; d) Technical Statements of Requirements; e) AF ITSM Concept of Operations (ConOps) for IT and expanded systems f) Statements of Work; g) PowerPoint Presentations; h) Work Breakdown Structures; i) Business processes and business rules, pilot and plans for the Air Force ITSM project and its adaptation to the overall DND requirements; j) ITSM Virtual Service Desk model strategy and plan for all Air Force systems in the classified domain; and k) Project Schedules. Bi-Weekly Progress Reports: The Contractor shall prepare Bi-Weekly progress reports of the Work performed, as tasked by the Technical Authority, in a contractor format acceptable to the Technical Authority, to be attached to each Progress Claim. As a minimum, each progress report shall document the following information during the reporting period: All significant activities performed under each task during the period covered by the Progress Claim: a) Status of all action/decision items originating from each task, as well as a list of outstanding activities; b) A description of any problems encountered which are likely to require attention by the Technical Authority; c) Any recommendations relating to the conduct of the Work; d) Total number of days charged against each task for each occupational category during the covered period; e) Total number of days charged against each task for each occupational category since task award; and f) Travel costs incurred under each task, including applicable receipts. All correspondence, shall be submitted as requested by the Technical Authority. Any other deliverable required, as well as its content and format, will be identified in the detailed description of work attached to each authorized TA. Unless otherwise specified by the Technical Authority, one (1) hard copy and one (1) soft copy of these deliverables shall be provided to the Technical Authority. Soft copy deliverables shall be provided in a format compatible with Microsoft Office software, either on CD-ROM or USB storage device. As a minimum Quality Assurance requirement, the Contractor is responsible for performing or having performed all inspections and tests necessary to substantiate that the services and/or materiel provided conform to the specifications and requirements of this SOW and any authorized TA. The schedule of deliverables shall be in accordance with the priorities established by the Technical Authority. 5.0 Security SECURITY REQUIREMENT: There is a security requirement associated with the requirement. The Contractor must, at all times during the performance of the Contract, hold a valid Facility Security Clearance at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). The Contractor personnel requiring access to CLASSIFIED information, assets or sensitive work site(s) must EACH hold a valid personnel security screening at the level of SECRET, granted or approved by CISD/PWGSC. 6.0 Basis for Canada's Ownership of Intellectual Property The Department of National Defence has determined that any intellectual property rights arising from the performance of the Work under the resulting contract will belong to Canada, on the following grounds: where the material developed or produced consists of material subject to copyright, with the exception of computer software and all documentation pertaining to that software. 7.0 Period of Contract The period of the proposed Contract is from April 1st, 2014 to September 30, 2014 inclusive. 8.0 Justification for the Pre-identified Supplier It is proposed to award a TA contract to GforceTec Consulting Inc., as the combined qualifications, skills and DND experience of GforceTec Consulting Inc., in particular Mr. Gilles Fortin, make the company uniquely qualified to undertake the work. The company has been instrumental in starting up the project and has since managed effectively the project through its two initial phases. GforceTec Consulting Inc. is uniquely qualified to successfully continue the enhancements of the ITSM capability and undertake the expansion effort during a time-critical phase of ongoing Air Force operational commitments. Mr. Fortin has been involved with the Department of National Defence implementation of the Axios Systems 'assyst' toolset since its inception. GforceTec Consulting Inc. has been in operation since 2001, during which time a large number of IM/IT and Aerospace related projects have been carried out. Mr. Fortin has been involved in major IM/IT and Aerospace projects in NATO, in the establishment of a Command and Control Information System (CCIS) in the NATO Central Region and the establishment of major capabilities in the NATO Early Warning Program Management Agency in The Netherlands. 9.0 Policy Information This requirement is consistent with the following: Government Contracts Regulations (ref.: Article 6.d) which states that only one person or firm is capable of performing the work; Agreement on International Trade (AIT) (ref.: Article 506.12.b): where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists; North American Free Trade Agreement (NAFTA) (ref,: Article 1016.2b) - where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists; and Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the Contracting Authority identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
