Global Affairs Canada is seeking a Contractor to implement and administer specified components of Global Affairs Canada’s International Scholarships Program (ISP) and distribute funds approved by Global Affairs Canada for that purpose on an “as and when requested basis”, while ensuring that the program continues to achieve its current success. The period of any resulting contract will be from September 1, 2017 to March 31, 2020. Any resulting contract will include an irrevocable option to extend the resulting contract term by up to two (2) additional one (1) year periods under the same conditions.

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA) and the Agreement on Internal Trade (AIT).

There is a security requirement associated with this requirement. For additional information, consult Part 6 - Security, Financial and Other Requirements, and Part 7 - Resulting Contract Clauses. Bidders should consult the “Security Requirements for PWGSC Bid Solicitations - Instructions for Bidders” (http://www.tpsgc-pwgsc.gc.ca/app-acq/lc-pl/lc-pl-eng.html#a31) document on the Departmental Standard Procurement Documents web site.
The resulting Contract is not to be used for deliveries within a Comprehensive Land Claims Settlement Area (CLCSA). All requirements for delivery within a CLCSA are to be processed individually.
