The Bid Solicitation is issued against the Tasks and Solutions Professional Services (TSPS) Supply Arrangement (SA), Public Works and Government Services Canada (PWGSC) File No. E60ZN-13TSPS.  All terms and conditions of the TSPS SA apply and must be incorporated into any resulting contract.  This requirement is open only to TSPS SA Suppliers who are pre-qualified in the following TSPS SA stream(s) and category (ies):

Stream 3: Project Management Services Stream 
Stream 5:  Technical Engineering and Maintenance Services (TEMS) Stream

Category (ies): 3.1 - Project Administrator
  5.2 - Technician
  5.3 - Engineering Graduate
  5.16- Life Cycle Management Specialist (LCMS)

The Government Electronic Tendering Service on Buyandsell.gc.ca/tenders is the sole authoritative source for Government of Canada tenders that are subject to trade agreements or subject to departmental policies that requirepublic advertising of tenders.

The Department of National Defence (DND) has a requirement for professional services on an 'as and when requested basis' to coordinate the program of support and management activities regarding the Mobile Support Equipment (MSE)and Standard Military Pattern (SMP) fleets for the following resources categories:

i. One (1) Intermediate Junior Project Administrator
ii. Seven (7) Senior Technicians
iii. Two (2) Intermediate Technicians
iv. Three (3) Intermediate Engineering Graduates
v. One (1) Junior Engineering Graduate
vi. Three (3) Intermediate Life Cycle Management Specialists (LCMS)

Up to 3 contracts may be issued as a result of this bid solicitation; one contract per Group. The categories of this bid solicitationare divided in 3 groups as follows:

i. Group 1 consists of the Project Administrator category under Stream 3.
ii. Group 2 consists of the Technician category and Engineering Grad
uate categories under Stream 5.
iii. Group 3consists of the Life CycleManagement Specialist Category under Stream 5.

The contract period will be for 3 years with the irrevocable option to extend the contract(s) by 2 periods of one-year each.

The requirement is subject to the provisions of the World Trade OrganizationAgreement on Government Procurement (WTO-AGP), North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT).

This procurement is subject to the Controlled Goods Program.
