Electronic File Transfer Solution for Statistics Canada

Statistics Canada has a requirement to replace its current solution with a more modern solution capable of ingesting today’s new file mediums, very large sizes, and storage and cloud approaches.  They wish to purchase a web-based solution that can permit secure uploading, transferring and downloading of electronic files by external and internal parties over the Internet.

This RFP seeks a solution which could be a  Commercial Off the Shelf (COTS) based or it could be a cloud-based Service Management Solution such as a SaaS (Software as a Service) that can be deployed on a public cloud (such as Azure, AWS, Google, etc.), a vendor specific cloud, or within Statistics Canada Cloud Tenant environment, in which case managed by Statistics Canada.

1. Bids must be submitted through the P2P portal by the date and time indicated on page 1 of the bid solicitation.

                           Bidders must register in the SSC P2P portal in order to:

1. view and access solicitations from SSC;
2. submit a response to a solicitation;
3. receive updates and amendments regarding solicitations;
4. be awarded contracts and receive contract amendments; and
5. submit invoices and receive payment status updates.

2. Submission through P2P Mandatory: All bidders must attempt to submit their bids through the P2P portal.

Amendment 1 is to respond to questions asked; update and replace Schedule D - Proof of Concept; and to extend the closing date of the RFP.

Amendment 2 is to respond to questions asked in regard to the Time Constraints; and to update the Statement of Requirement accordingly.

Amendment 3 is to respond to questions asked;

Amendment 4 is to respond to questions asked in relation to the  Supply Chain Integrity (SCI) processes.

Amendment 5 is to respond to questions asked; correct the answer to question 2 of amendment 3 and to extend the closing date of the RFP.

Amendment 6 is to respond to questions asked and to extend the closing date of the RFP.
