RFI T8086-212558- Transport Canada's CIVIL AVIATION OVERSIGHT APPLICATION RATIONALIZATION (CAOAR)

Transport Canada Civil Aviation (TCCA) is seeking a Commercial Off-The-Shelf (COTS) cloud-based Software as a Service (SaaS) Solution to support the management of civil aviation oversight activities in accordance with the Canadian Aviation Regulations (CARs) and by entering into a contract with one or more System Integrators who can fulfill the requirement the attached draft Annex B: Statement of Requirements (SOR). In addition, Transport Canada is looking to relinquish (transfer) its aviation examination services to a 3rd party service provider as the organization no longer has the capacity to develop and maintain its exams at an acceptable pace. PSPC and TCCA are seeking feedback on draft documents associated with the solicitation to better refine the requirements. Of particular interest is the industry perspective on the approach, business objectives, cost of development, and draft solicitation documents. A list of questions in which TCCA is seeking feedback can be found in Annex E: Questions to Solicit Feedback from Industry. As part of the feedback process, bidders are encouraged to ask questions and/or seek clarifications on topics relevant to this procurement. The procurement strategy is to first complete an RFI for better situational awareness of existing standalone Commercial-Off-The-Shelf (COTS) products, joint venture opportunities, and/or solution integrators available on the market. Upon review of the RFI results, Transport Canada will decide whether to proceed with an RFP to procure one or more solutions.
