Advance Procurement Notice - Health Centre of Excellence

Public Services and Procurement Canada (“PSPC”) is contemplating a procurement process on behalf of Correctional Services Canada (“CSC”) (the “Owner”) for the design and construction of a new correctional health care facility; a ‘Health Centre of Excellence’ at the Dorchester Penitentiary property in Dorchester, New Brunswick (the “Project”), using a Progressive Design-Build Delivery Model (“PDB”). The purpose of this Advance Procurement Notice (“APN”) is to engage industry at an early stage in the procurement process and to inform potential suppliers of the upcoming requirement for the design and construction of the new health care facility; a “Health Centre of Excellence” at the Dorchester Penitentiary in Dorchester, New Brunswick. This APN will highlight the Project objectives and outline the approach to the planned PDB competitive procurement process (the “Procurement Process”) to ensure a fair, open and transparent process. This will also allow industry to begin planning for a potential Progressive Design-Build Team (PDBT) to address the various requirements of this prominent project for Canada. For clarity, this APN will not result in the award of any contract, nor result in the creation of any source list; therefore, whether or not any potential supplier responds to this APN, it will not preclude this supplier from participating in any future procurement. The information obtained pursuant to this APN may or may not be used in any Request for Qualification or Request for Proposals at a future date. The Government of Canada will not reimburse any respondent for expenses incurred in responding to this APN.
