    Description
    Public Services and Procurement Canada (PSPC), on behalf of the Department of National Defence (DND), is implementing a source control project at Area of Environmental Concern #11 (AEC11) at the operational Canadian Forces Base (CFB) Comox to manage contamination related to historical activities. AEC11, where ordnances are safety detonated, has soil with per- and polyfluoroalkyl substances (PFAS) contamination exceeding the federal industrial land use guidelines in soil.
    The project site is an operational military range where ordnances are safety detonated; therefore, the soil will contain Munitions Scrap (MS) and potentially Unexploded Explosive Ordnance (UXO) from historical use. The Contractor will be responsible for MS management including excavating MS targets and associated disposal of MS. Any material leaving the fenced compound (including stockpiling outside the compound) must be screened and visually inspected to remove MS prior to leaving the fenced compound.
    Work within CFB Comox must comply with 19 Wing Comox environment practices and procedures, and the AEC11 Project Area is in a restricted access area, which has specific security-related requirements. The successful Contractor and its personnel, as well as any subcontractor and its personnel, who are required to perform any part of the Work pursuant to the subsequent contract must meet the mandatory security requirement.

    The estimated contract period will be 13 month(s), with a proposed start date of 2025/02/20.
