Download SOSA open data
Explore active standing offers and supply arrangements for goods or services held by pre-qualified suppliers.
Who can access the SOSA App?
Federal departments and agencies, as well as eligible organizations participating in the Canadian Collaborative Procurement Initiative (CCPI) can access the SOSA App.
Businesses and suppliers cannot access the SOSA App, but can download SOSA open data from the Open Government Portal.
Canadian Collaborative Procurement Initiative
The CCPI seeks to improve the efficiency and value of public procurement by sharing federal procurement tools to meet the diverse buying needs of provincial and territorial governments as well as municipalities, academic institutions, schools and hospitals.
Standing offers
A standing offer is an offer from a potential supplier that allows Canada to purchase goods and/or services, at pre-arranged prices, under set terms and conditions, when and if required. It is not a contract until the government issues a “call-up” against the standing offer.

Supply arrangements
A supply arrangement allows departments and agencies to award contracts and solicit bids from a pool of pre-qualified suppliers for specific requirements. Many supply arrangements include ceiling prices that allow departments to negotiate the price downward, based on the requirement.
