Rollout of the Vendor Performance Management Program
Public Services and Procurement Canada (PSPC) is committed to improving procurement outcomes by recognizing strong vendor performance and proactively addressing instances of poor performance. To that end, PSPC is implementing its Vendor Performance Management (VPM) program across different procurement areas in a phased approach. The first phase started in November 2024 with select professional services procurements.
VPM promotes strong contract management through regular touchpoints between federal buyers, federal clients and private sector vendors. This will foster stronger relationships with the vendor community, maintain transparency on contractual expectations and allow vendors to course correct performance if required.
Vendor performance will be assessed in four distinct categories, namely cost, quality, schedule and management, using a standard scorecard. During the launch phase of VPM, the resulting scores will not be taken into consideration for future bid evaluations and the vendor community will be notified at least 90 days before VPM scores start to be used in future bid evaluations.
In the coming months, VPM clauses will be included in new solicitations as it is rolled out in more professional services procurements and other selected commodity areas. We will continue to keep you apprised of developments as we go along.
