Horn of Africa Centre For Action (HACA), is Non-profit, Non-Governmental, Non-partisan Non-Political local NGO, headquartered in Addisababa, Ethiopia and has its sub- offices in Liban, Dawa and Afdheer zones of Somali regional state in Ethiopia. It supports Relief, Rehabilitation and Development Programs. HACA was registered in July 2019. After years of discussion on the best way to impact positive change of the pastoralist communities on the lives and livelihoods of the people, and having noted the failures of past development intervention.
