Lead independent impact and improvement-oriented evaluations
KEY QUALIFICATIONS: • 15 years' experience of leading independent impact evaluations, evidence based accountability, lesson learning & strategic reviews for national and/or regional donor programmes and portfolios in Africa and Asia • Work with climate change resilience/adaptation, climate finance, disaster risk reduction, food security, infrastructure, capacity building, governance and/or livelihoods sectors • Quality assurance of programme evaluative activities (M&E ToRs, frameworks and methods), rate evaluation reports & provide feedback to evaluation teams • Apply M&E methods including, logical & results based frameworks, theory of change models, evaluability assessments, Evaluation Questions & Matrix, desk review of secondary data, primary data gathering, case studies, systematic reviews, data triangulation, qualitative and quantitative indicators, sample selection procedures, stakeholder analysis, participatory consultation/KIIS/FGDs, evidence-based attribution and contribution analysis, counterfactual methods, cost benefit analysis, value for money, lesson learning, drafting of evidence-based recommendations etc. • Apply global standards & benchmarks i.e. OECD DAC evaluation criteria, SPERE guidelines, Equator Principles, International Climate KPIs, Global Reporting Standards, SDGs • Based in Nairobi, Kenya • Professionally trained: The World Bank Group & Carleton University, Ottawa, Canada, 2012 International Program for Development Evaluation
