Canada, represented by the Minister of Foreign Affairs, and the Department of Foreign Affairs, Trade and Development (DFATD), is inviting suppliers with experience in the delivery of Design-Build services to submit a Response to qualify for the planned construction of the New Canadian Embassy in Mexico City, Mexico (the “Project”). This Invitation to Qualify (ITQ) defines the requirements for the qualification of Respondents for the Project.
This presents a unique opportunity for appropriately qualified and experienced Respondents to demonstrate their knowledge, skills, and experience in delivering quality Design-Build Services of the kind required for a high-profile embassy building as will be defined in Canada's technical requirements (at the RFP stage). The Contractor that will be awarded a contract following the RFP process will be required to ensure excellent quality design in several fields, such as heritage, architectural, civil, structural, mechanical, electrical, and high-quality construction.
The Contractor will be responsible for providing a full range of architectural and engineering design services as more particularly described in the solicitation documentation to be provided at the RFP stage. Such services will include but not be limited to: architecture, space planning, interior design, civil, landscape, structural, mechanical, electrical, sustainable design, specialty lighting design, and audio visual design.
The Contractor will be required to provide full construction services as specified in the RFP Project Brief, including obtaining all required permits, providing construction labor and materials, on-site organization to ensure overall Project coordination, and overall control throughout the life of the project.
The Contractor will be required to exercise logistical efficiency during the entire design and construction/manufacturing processes, including, but not limited to: scheduling, progress reporting, cost control, change management, submission of shop drawings and technical product information, participation in Project meetings and reviews/inspections, on-site commissioning, and other tasks typical in building construction.
The Contractor’s execution of all components of the Design-Build Services will be subject to Canada oversight, including design reviews, and the Contractor will be required to adhere strictly to approved construction drawings, specifications, and all procedural requirements related to the Design-Build Services in general.
