The Royal Canadian Mounted Police (RCMP) requires services for snow removal at the M-Division Whitehorse Detachment compound and hangar. The work covered under this Service Contract comprises the furnishing of all labor, materials, tools and equipment required to provide the specified services at the M Division Whitehorse Detachment compound and hangar when requested and as specified herein.
The contract period will be for one year with option to extend it for up to two additional two-year periods. The anticipated work start date is October 1st, 2024.
This procurement is subject to the Umbrella Final Agreement which encompasses 11 CLCAs in the Yukon. The affected agreements for the area in which the service will be provided:
Ta'an Kwach'an Council Final Agreement (2002) & Kwanlin Dun First Nation Final Agreement (2005)
This procurement is conditionally set-aside for beneficiaries of the following Comprehensive Land Claims Agreement (CLCA): Umbrella Final Agreement under 22.5.0 Contracting, paragraph 22.5.1. If two or more offers are received from Indigenous businesses who are certified under the Procurement Strategy for Indigenous Business (PSIB) criteria and who may be listed in the Government of Canada’s Indigenous Business Directory (https://www.sac-isc.gc.ca/rea-ibd), the procurement will be set aside from all the trade agreements under the provision each has that permits the procurement to be set aside for Indigenous business.
Security Requirements
The Contractor/Offeror personnel must hold a valid RCMP Facility Access Level 1 Status, granted or approved by the RCMP.
Optional Site Visit
It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at 4100 4th Avenue, Whitehorse, Yukon Territory Y1A 1H5 on December 19th, 2023. The site visit will begin at 1130 MST, in front of the Detachment building.
Bidders are requested to communicate with the Contracting Authority via email: E_Pacific_Bids@rcmp-grc.gc.ca , no later than December 18th, 2023 1400 PST to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
Basis of selection: A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
