    The Bidder should be cognisant of the size of the email as a whole, and not only the attachments. Please take into consideration that some attachments, when sent, may be resized during the email transfer. If the email size is too large, the Bidder should send the bid in multiple emails properly labeled with the solicitation number, project name, and indicate how many emails are included (ex. 1 of 2).

    REQUIREMENT

    General
    The work covered by this project include the design, fabrication, supply of all materials, labour, tools, equipment, protection, and transportation required to complete the work, all in accordance with the requirements specified on the drawings and in the various sections of the specifications.

    The coordination and distribution of work for subcontractors is the Contractor’s responsibility and any reference to documents referring to subcontractors must not be construed as binding the Ministry to such a distribution.

    Since the work will be performed during the winter period, the Contractor must provide heated shelters for the installation of the new bearing bars.

    Carillon Lock
    Drying of lock by Contractor
    A cofferdam will be installed by the Ministry Representative on the downstream. The addition of waterproofing membrane or other material to minimize the cofferdam leakage is the responsibility of the Contractor. Upon arrival at the work site, the Contractor will become responsible for water management in the lock and work areas.

    The Contractor must plan the partial cleaning of the lock bottom where work is required and the approach including, but not limited to, the removal of sludge and other waste materials and the storage, characterization, and disposal of such materials in accordance with the current laws. The Contractor must keep the lock dry (between the downstream cofferdam and the upstream sectors portals, including the inlet and outlet valve tunnels accessible through the diffuser) for the duration of the work of this contract.

    The Contractor must consider that captive fish will be moved by the Ministry Representative during the start of this contract. The Contractor must schedule this activity in its calendar. Anticipate a way to control water inside the lock that could seep in despite being dry docked. Ensure working surfaces are dry and free of stagnant water.

    Work under this Contract includes, but is not limited to:
    Dry docking of the lock and pumping of water during the entire period of the work including removal of liquid or solid precipitations (snow or ice). See Section 01 35 43 for environmental requirements and Appendix A for dry docking of the lock.Parks Canada Agency Construction. Removal of all dewatering systems upon completion of the work. Re-opening of the lock upon completion of the work.

    For information, the following items have been used during the last cofferdam installations in addition to the resistant waterproof membranes. This information is provided as a guide only, the Contractor is entirely responsible for the methodology:
    - Backhoe;
    - Waste container;
    - As a minimum, provide the following equipment for pumping out leaks:
    a. 2 pumps of 12’’, 2 days duration
    b. 2 pumps of 6’’, complete duration of work
    c. 2 pumps of 4’’, complete duration of work
    d. 2 to 4 pumps of 1-1/2’’, complete duration of work

    During winter conditions, ice will lift the cofferdam beams allowing more water to seep in. See pictures in Appendix A for reference. Various sealing materials (membrane, oakum, volcanic ash).

    Mechanical Work
    The work covered by this contract shall include but not be limited to :
    Door stabilization to allow for the completion of the work. The door shall be supported near the threshold on support blocks. A system for moving the door laterally when it is leaning close to the threshold to ensure sufficient clearance in the door guides for inspection, installation and welding of new grab bars shall be provided by the Contractor. The method shall be submitted for review and acceptance by the Ministry Representative.

    Although the existing structure is equipped with a suspension system allowing the door to be stabilized in place at several positions, this system does not allow the door to be completely suspended above the door leaf. In addition, this system does not allow for lateral movement of the door in the guides, which leaves very little space for the work to be done. For these reasons, it is suggested to stabilize the door near the threshold without using the existing
    suspension system. Removal of the upstream and downstream guide wheels and side guide rollers to allow lateral movement of the door. Removal of seals from entire door. All gasket bolts and nuts shall be replaced and sized to match existing bolts. Design, fabrication, supply, transportation, and installation of new grab bars and clamping bars for the downstream door. Reference drawings of the door and grab bars are provided in the appendix for information. Cutting of existing grab bars shall be done from cold and followed by grinding to a flat surface. Surface flatness shall be less than 0.5 mm for every 2 meters of length. The Contractor must provide the flatness report for review and acceptance by the Ministry Representative. Shop drawings, including all fabrication and welding details, of the new support bars and clamp bars and the method of replacement shall be provided for review and acceptance by
    the Ministry Representative. Design notes shall be provided for review and acceptance by the Ministry Representative. Providing welding procedures for review and acceptance by the Ministry Representative. Supply of new bolts and nuts for the sealing system. Cleaning, greasing and reinstallation of the upstream and downstream guide wheels and side guide rollers of the door. Grease must be of the company FUCHS type RENOLIT CXS SMG2. Replace seals after installation of new grab bars. Retouche de peinture sur toutes les zones endommagées durant les travaux. Commissioning.

    To assist with bonding and insurance requirements, this project is estimated at a value between $500,001 > $1,000,000, Taxes extra.

    TWO-SUBMISSION BID

    This Bid shall be submitted following a “two-submission” procedure. Refer to SI04 of the Special Instructions to Bidders.

    PERIOD OF CONTRACT / DELIVERY DATE

    Contractor must perform and complete the Work no later than March 31,2024.

    MANDATORY SITE VISIT

    It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at the parking lot at the bottom of Carillon’s lock (230 Rue du Barrage, Saint-André-d'Argenteuil, QC J0V 1X0) on June 29, 2023 at 10:00 AM local time.

    Safety Attire - It is mandatory that all persons attending the site visit have the proper personal protection equipment (safety glasses, footwear, vests and hard hats etc.). Contractor`s personnel/individuals who do not have the proper safety attire may be denied access to the site.

    Description of the visit :
    10H00 – Meeting at the parking lot at the bottom of Carillon’s lock. Th meeting will begin with a presentation of the project. In order to properly visualize the work area, access will be authorized near the vertical lift gate by the lock deck and will be supervised by a representative of Parks Canada. The bidder will be escorted to the access point by a representative of Parks Canada.
    11H30 : End of the visit

    Bidders must communicate with the Contracting Authority annik.piche@pc.gc.ca no later than 24h before the visit to confirm attendance and provide the name(s) of the person(s) who will attend.

    Bidders who do not confirm attendance, provide the name(s) of the person(s) who will attend, or who do not complete and submit the above certification as required will not be allowed access to the site. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
