Compact excavator

In response to escalating avalanche activity, flooding, prolonged highway closures, and growing damage to critical park and transportation infrastructure in Mount Revelstoke and Glacier National Parks (MRG), Parks Canada required a compact excavator to assist in mitigation and recovery efforts to safely and efficiently access unstable, narrow, and rapidly deteriorating terrain to perform time-sensitive erosion control and infrastructure stabilization. These conditions constitute an emergency as any delay in intervention posed immediate risks to public safety and to the integrity of critical national transportation corridors and park infrastructure. The only practicable way to move forward in the available timeframe was under an urgent direct Request for Quotation process. A legitimate objective was applied to allow for deviation from minimum public tendering periods under domestic and international trade agreements. This measure was necessary in order to achieve the legitimate objective, specifically public security and safety.
